The findings, based on Romania\u2019s SUMAL timber traceability system, indicate that the facility has received tens of thousands of cubic meters of wood from Natura 2000 areas such as F\u0103g\u0103ra\u0219 and Frumoas\u0103. These sourcing patterns are consistent with those observed under previous owners HS Timber and Ziegler.<\/p>\n<p data-start=\"733\" data-end=\"1243\">The sawmill, one of the largest in Romania, was originally opened in 2003 by Austria\u2019s HS Timber (then Holzindustrie Schweighofer). It processed over 1 million m\u00b3 of logs annually and sourced wood from various regions, including national parks. In the past, Romania\u2019s national anti-organized crime authority opened an investigation following the release of undercover footage showing HS Timber managers allegedly offering incentives for unauthorized deliveries. The case did not result in further legal action.<\/p>\n<p data-start=\"1245\" data-end=\"1676\">In 2023, HS Timber sold the Sebe\u015f facility to Germany\u2019s Ziegler Group, which stated an intention to avoid sourcing from national parks. However, field investigations and data from SUMAL reviewed by EIA indicated continued deliveries from protected zones, including Rodna and Calimani national parks. Ziegler Group filed for insolvency in early 2025, after which the plant was acquired by Austrian timber company Kronospan in March.<\/p>\n<p data-start=\"1678\" data-end=\"2047\">During Ziegler\u2019s ownership, EIA found that approximately two-thirds of the wood entering the facility came through intermediaries. These depots reportedly received timber from harvests within Natura 2000 zones, such as F\u0103g\u0103ra\u0219 and Frumoas\u0103. Field observations documented forest degradation, erosion, and logging activity within buffer areas near UNESCO-protected sites.<\/p>\n<p data-start=\"2049\" data-end=\"2440\">At one location in the F\u0103g\u0103ra\u0219 Mountains, nearly \u20ac1.5 million in European Union agricultural funding was used to build a road that facilitated logging of old-growth fir, spruce, and beech trees. According to Romanian forest data, the average age of the trees in that area ranged from 130 to 180 years.
