A toxic mix of raw material shortages, shrinking margins, foreign competition, and tightening financial conditions is forcing companies across the value chain\u2014from sawmills to furniture makers\u2014to fight for survival.<span id=\"more-38726\"><\/span><\/p>\n<p data-start=\"674\" data-end=\"1042\">The sector, which includes manufacturers of boards, wooden packaging, pulp, paper, and furniture, has seen a sharp drop in production and exports since the 2020\u20132021 post-pandemic boom. German consumer weakness, reduced Western European investment, and falling foreign orders have hit demand, while rising energy, labour, and transport costs have eroded profitability.<\/p>\n<p data-start=\"1044\" data-end=\"1401\">Adding pressure is a stronger z\u0142oty and a surge in cheap imports from Ukraine, following the European Union\u2019s suspension of tariffs in a show of wartime solidarity. According to the Polish Chamber of Commerce of the Timber Industry (PIGPD), some imports are priced below Polish production costs, particularly impacting pallet and wooden packaging producers.<\/p>\n<p data-start=\"1405\" data-end=\"1575\">\u201cMargins have collapsed, liquidity is drying up, and it\u2019s becoming more profitable to halt production than to fulfill loss-making contracts,\u201d said one industry executive.<\/p>\n<p data-start=\"1577\" data-end=\"1605\"><strong>Raw material bottlenecks<\/strong><\/p>\n<p data-start=\"1607\" data-end=\"1883\">The most acute problem, however, is access to raw materials. A government-imposed moratorium on logging in around 20% of forest areas\u2014introduced in early 2024 to protect biodiversity in regions such as Bia\u0142owie\u017ca and the Carpathians\u2014has sharply reduced domestic timber supply.<\/p>\n<p data-start=\"1885\" data-end=\"2155\">The General Directorate of State Forests confirmed that timber offered for sale in 2025 will be about 2 million cubic metres lower than last year. The impact has reverberated throughout the supply chain, hitting sawmills, panel producers, and paper and furniture plants.<\/p>\n<p data-start=\"2157\" data-end=\"2278\">\u201cWe are witnessing the paradox of a timber industry without timber,\u201d said a spokesperson for a major sawmill association.<\/p>\n<p data-start=\"2280\" data-end=\"2314\"><strong>Policy response under scrutiny<\/strong><\/p>\n<p data-start=\"2316\" data-end=\"2735\">In response to industry pressure, the government unveiled a \"Wood Industry Package\" in March 2024, aiming to prioritise domestic processors and curb exports of unprocessed logs. Measures included allocating more raw material to local firms, offering incentives for deep processing in Poland, and reducing export quotas. By year-end, officials touted early signs of success, citing a 39% drop in timber exports to China.<\/p>\n<p data-start=\"2737\" data-end=\"2943\">Yet PIGPD cautioned that overall timber exports actually rose 26% in 2024, including a 25% jump outside the EU. The association has also warned about limited enforcement and called for more decisive action.<\/p>\n<p data-start=\"2945\" data-end=\"3239\">In March 2025, customs authorities began blocking Ukrainian wood shipments at the border. Calls for EU-wide anti-dumping duties\u2014mirroring June sanctions on Chinese hardwood plywood\u2014have gained traction in Warsaw, but Brussels remains hesitant to set a precedent amid the ongoing war in Ukraine.<\/p>\n<p data-start=\"3241\" data-end=\"3515\">The government also took steps to reduce competition between the timber and biomass energy sectors, announcing in June 2025 that certain timber grades would no longer be classified as biomass fuel. Industry groups welcomed the move but said more systemic reforms are needed.<\/p>\n<p data-start=\"3517\" data-end=\"3544\"><strong>Recovery or false dawn?<\/strong><\/p>\n<p data-start=\"3546\" data-end=\"3857\">Recent output data offers a glimmer of hope. According to Statistics Poland (GUS), production of wood and related goods rose 13.3% in March and 7.6% in May on an annual basis, with first-quarter growth at 6.9%. Medium-sized processors are beginning to report improved order books, largely from domestic clients.<\/p>\n<p data-start=\"3859\" data-end=\"4172\">But furniture producers\u2014who were once the backbone of Poland\u2019s export strength\u2014remain under pressure. In 2024, exports fell 6%, while imports rose 10%. Though furniture production in May grew 8.7% year-on-year, analysts caution that a true rebound will depend on a recovery in Germany, Poland\u2019s top export market.<\/p>\n<p data-start=\"4174\" data-end=\"4319\">The value of sold furniture production in Q1 2025 stood at PLN 14.8 billion (EUR 3.36 billion), slightly below the level recorded a year earlier.<\/p>\n<p data-start=\"4321\" data-end=\"4351\"><strong>Financial distress deepens<\/strong><\/p>\n<p data-start=\"4353\" data-end=\"4713\">Despite the modest output recovery, financial stress is mounting. Timber sector debt has climbed above PLN 100 million (EUR 22.7 million), according to the National Debt Register\u2014up around PLN 30 million (EUR 6.8 million) since early 2023. Furniture firms owe even more, with liabilities topping PLN 130 million (EUR 29.5 million), a 20% increase year-on-year.<\/p>\n<p data-start=\"4715\" data-end=\"5044\">Credit access has tightened. Banks are reclassifying timber companies as high-risk due to unstable raw material flows and falling revenues. Entrepreneurs say they face shorter loan terms, demands for additional collateral, or outright rejections. Elevated interest rates, despite a cut in May, continue to strain servicing costs.<\/p>\n<p data-start=\"5046\" data-end=\"5347\">The risk of insolvency is rising. Nearly 2,000 companies filed for bankruptcy in Q1 2025, a 20% annual increase. Timber-related bankruptcies surged 167% in the 12 months to Q3 2024\u2014from 27 to 72 companies. Eastern regions such as Podlasie and Podkarpacie are hardest hit, with 22% of firms shuttering.<\/p>\n<p data-start=\"5349\" data-end=\"5377\"><strong>Factoring gains traction<\/strong><\/p>\n<p data-start=\"5379\" data-end=\"5648\">With traditional lending constrained, many companies are turning to factoring. More than 10% of firms in the forestry and wood sector now use the financing method, releasing hundreds of millions of z\u0142oty in tied-up invoices, according to the Polish Factors Association.<\/p>\n<p data-start=\"5650\" data-end=\"5827\">\u201cFactoring has become a key tool for liquidity management, especially for SMEs with long payment terms,\u201d said Dominik \u0141ada, Business Finance Manager at Bibby Financial Services.<\/p>","protected":false},"excerpt":{"rendered":"<p>Poland\u2019s timber industry, once a key driver of exports and one of Europe\u2019s leading wood processors, is now grappling with its worst downturn in decades.
