These countries have been previously implicated as transit points for Russian timber evading EU sanctions imposed after Russia\u2019s 2022 invasion of Ukraine.<\/p>\n<p data-start=\"1215\" data-end=\"1530\">Since sanctions began, EU imports of Russian birch plywood have reached an estimated \u20ac1.5 billion in value, Earthsight reports. The European Commission\u2019s sanctions unit has also highlighted ongoing efforts by Russian and Belarusian timber producers to relabel and reroute shipments to circumvent trade restrictions.<a href=\"https:\/\/timberindustrynews.com\/wp-content\/uploads\/2025\/09\/Russian-birch-plywood-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-38631 size-medium alignleft\" src=\"https:\/\/timberindustrynews.com\/wp-content\/uploads\/2025\/09\/Russian-birch-plywood-1-300x296.jpg\" alt=\"\" width=\"300\" height=\"296\" srcset=\"https:\/\/timberindustrynews.com\/wp-content\/uploads\/2025\/09\/Russian-birch-plywood-1-300x296.jpg 300w, https:\/\/timberindustrynews.com\/wp-content\/uploads\/2025\/09\/Russian-birch-plywood-1-768x759.jpg 768w, https:\/\/timberindustrynews.com\/wp-content\/uploads\/2025\/09\/Russian-birch-plywood-1.jpg 924w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p data-start=\"1532\" data-end=\"2006\">Between February and April 2025, Spain emerged as the EU\u2019s top importer of potentially illicit birch plywood, with estimated retail shipments exceeding \u20ac15 million. Portugal and Estonia followed with imports valued at over \u20ac12 million and nearly \u20ac10 million respectively, primarily from Kazakhstan. Meanwhile, Poland, which had been the largest importer from 2022 through 2024, has tightened import controls, causing a notable decline in suspicious shipments since February.<\/p>\n<p data-start=\"2008\" data-end=\"2196\">Industry groups in Spain, Latvia, and Poland have raised alarms over the influx of these imports, warning they threaten domestic wood and furniture sectors by undercutting local producers.<\/p>\n<p data-start=\"2198\" data-end=\"2408\">Eurostat data confirms that before the 2022 conflict escalation, imports of birch plywood from Kazakhstan and Georgia into the EU were negligible or nonexistent, with minor volumes coming from China and Turkey.<\/p>\n<p data-start=\"2410\" data-end=\"2779\">The debate over the EUDR is intensifying politically, as a bloc of member states and the European Parliament seek to introduce a \u201cno-risk\u201d category for countries with national deforestation laws, effectively weakening the regulation. Currently, Russia and Belarus are classified as high-risk, while Kazakhstan, China, Turkey, and Georgia remain low-risk under the EUDR.<\/p>\n<p data-start=\"2781\" data-end=\"2959\">Market analysts warn that such exemptions risk opening loopholes that could enable continued laundering of sanctioned timber, undermining both trade integrity and EU sovereignty.<\/p>\n<p data-start=\"2961\" data-end=\"3319\">Proponents of easing the regulation argue that existing sanctions and criminal penalties are sufficient and call for stronger border enforcement instead.
