On July 9, 2025, the European Parliament adopted a symbolic motion rejecting the Commission\u2019s Implementing Regulation (EU) 2025\/1093, which defines the methodology for classifying countries by their deforestation risk under the EU Deforestation Regulation (EUDR).<\/span> Although this vote is not legally binding, it reflects growing political tensions surrounding the implementation of the EUDR.<\/p>\n

Mainly driven by the European People\u2019s Party (EPP) and other right-wing groups, the motion challenges the Commission\u2019s approach to categorizing countries into low, standard, or high-risk groups. It criticizes a lack of transparency, inadequate consultation with producer countries, and reliance on outdated data. The motion calls for the withdrawal of the current regulation and urges a revision of the classification system that includes a no-risk category, better regional differentiation, improved weighting of indicators, and a clear and regular review process.<\/p>\n

While the European Parliament cannot block implementing acts directly\u2014that power lies with the Council\u2014this rejection places significant political pressure on the European Commission. The regulation remains fully in force, and companies must continue to use the current country risk classifications to prepare for their due diligence requirements under the EUDR.<\/p>\n

The Parliament has requested that the resolution be forwarded to the Council, the Commission, and member states\u2019 governments and parliaments, increasing political momentum for potential changes. Several scenarios are possible: the Commission could maintain the regulation as it is until the planned review in 2026, decide to amend it sooner, or see the issue become part of broader legislative or political debates, such as simplification packages or Council initiatives.<\/p>\n

This parliamentary action occurs amid rising opposition to the EUDR. On July 7, 18 EU agriculture ministers\u2014including those from Finland, Sweden, Austria, Poland, Italy, and Romania\u2014called for simplifying the regulation, exempting countries with negligible risk, and delaying enforcement. The next day, 17 European industry federations representing key sectors affected by the EUDR (wood, bioenergy, leather, meat) requested that the regulation be included in future legislative simplification efforts.
