The European Panel Federation (EPF) held its annual general meeting and conference on June 27 <\/span>at the Melia Hotel in Berlin, highlighting production trends, regulatory pressures, and shifting market dynamics in the wood-based panels sector.<\/p>\n

This year\u2019s key concerns were raw material availability and the growing weight of regulation, as industry leaders expressed unease about the long-term competitiveness of European manufacturers under increasingly strict climate and emissions policies.<\/p>\n

The EPF Annual Report 2024\u20132025 confirmed that total European wood-based panel production rose by 2.7% in 2024 to 58.1 million m\u00b3, recovering partially after a sharp -6.2% contraction in 2023. The figures slightly exceeded the 1.9% growth forecast shared at Interzum in May.<\/p>\n

Segment-wise, particleboard production increased by 1.5% to 31.3 million m\u00b3, MDF output rose by 1.9% to 11.3 million m\u00b3, and OSB volumes grew by 5% to 7.1 million m\u00b3.<\/p>\n

In his address to delegates, Stefan Zinn (EPF board member, Pfleiderer) stressed the urgency of policy clarity and strategic support, describing the current period as \u201cvery challenging\u201d for panel producers. While wood-based panels are central to low-carbon construction strategies, Zinn criticized the unrealistic push toward \"zero everything\" policies, warning that excessive regulation could open the door to increased imports of non-compliant, cheaper Chinese furniture.<\/p>\n

\u201cEurope needs pragmatic regulation,\u201d Zinn said. \u201cOtherwise, we risk pricing ourselves out of the market.\u201d<\/p>\n

Holger L\u00f6sch, executive board member at the Federation of German Industries, echoed the sentiment, accusing EU regulators of overreach and of lacking trust in industry. \u201cPolicymakers are performing gymnastics to reconcile climate targets with economic viability,\u201d he said. \u201cRegulating every detail is stifling innovation.\u201d<\/p>\n

Newly appointed EPF managing director Matti Rantanen pointed to signs of stabilization in the construction sector. Building permits grew by 14% at the end of 2024 and by 5% in early 2025, reversing a long downward trend. However, overall economic sentiment remains subdued. Rantanen noted that while the furniture sector showed a slight Q1 2025 uptick, it is still recovering from a 20% drop between mid-2022 and late 2024.<\/p>\n

He identified private consumption as the primary growth driver in the EU27 and suggested that improved affordability, rising real wages, and falling interest rates signal a potential turning point for the EU housing market.<\/p>\n
