A broad coalition of EU member states and stakeholders from the farming and forestry sectors is urging the European Commission to revise and simplify the EU Deforestation Regulation (EUDR)<\/span>, citing disproportionate administrative burdens and legal uncertainties, especially in countries with negligible deforestation risk.<\/p>\n

Eighteen EU countries, including Italy, Sweden, Finland, Poland, and Romania, have jointly sent a letter to the Commission, calling for the regulation to be included in the EU\u2019s ongoing simplification agenda. The signatories acknowledge the EUDR as a key instrument in global forest protection, but warn that in its current form, it imposes excessive obligations on farmers, forest owners, and operators in regions where deforestation is demonstrably insignificant.<\/p>\n

The letter, addressed to Environment Commissioner Jessika Roswall and Agriculture Commissioner Christophe Hansen, states that \u201cthe obligations imposed on stakeholders remain onerous and unjustified for countries with effective forest protection systems.\u201d The ministers also suggest that \u201cit may be appropriate to further postpone the date of application of the regulation.\u201d<\/p>\n

The EUDR, which came into force on June 29, 2023, aims to reduce global deforestation by requiring companies to prove that certain products\u2014such as wood, livestock, cocoa, coffee, soy, rubber, and their derivatives\u2014do not come from recently deforested or degraded land. Large and medium-sized companies must comply by December 30, 2025, while small businesses have until June 30, 2026.<\/p>\n

While the regulation is broadly supported in principle, both governments and industry representatives are increasingly critical of how it is being implemented. The joint statement issued by Copa-Cogeca and other farming and forestry associations argues that the current approach lacks proportionality, creates legal ambiguity, and threatens the competitiveness of European producers.<\/p>\n

\u201cThese issues are also increasingly recognised by MEPs and agriculture ministers, who have publicly called for substantial simplification and a proportionate approach to the EUDR\u2019s implementation,\u201d the statement said.<\/p>\n

Among the key concerns is the difficulty of ensuring full traceability for raw materials within the EU market. The 18 countries argue that national forest monitoring systems in low-risk regions should be recognised as sufficient, and that redundant due diligence obligations should be eliminated for products originating in these areas.<\/p>\n

The signatories also warn that the EUDR\u2019s strict requirements risk driving up raw material and production costs, potentially leading to relocation of businesses outside the EU. Moreover, they argue that the regulation may inadvertently hinder climate adaptation strategies by placing bureaucratic obstacles in the way of sustainable forest management.<\/p>\n

While the Commission has introduced guidance and signalled an intention to reduce administrative burdens, stakeholders say these steps fall short. \u201cThe clarifications provided so far are subject to diverging interpretations in different member states,\u201d the statement said. \u201cSimplification should therefore be made directly through amendments to the regulation.\u201d<\/p>\n

In April 2025, the Commission adopted guidelines for easing administrative pressure on businesses, and has committed to simplification efforts as part of its 2025 Work Programme. Stakeholders now want the EUDR to be included in the upcoming \"omnibus\" legislative package aimed at cutting red tape across EU laws.<\/p>\n
