{"id":89047,"date":"2025-07-10T08:25:58","date_gmt":"2025-07-10T08:25:58","guid":{"rendered":"https:\/\/tin.happy-projects.ro\/polish-timber-industry-slams-eudr\/"},"modified":"2025-09-19T09:04:36","modified_gmt":"2025-09-19T09:04:36","slug":"polish-timber-industry-slams-eudr","status":"publish","type":"post","link":"https:\/\/www.timberindustrynews.com\/ro\/polish-timber-industry-slams-eudr\/","title":{"rendered":"Polish timber industry slams EUDR"},"content":{"rendered":"<p>The Polish Chamber of Commerce of the Timber Industry (PIGPD) has strongly criticized the EU Deforestation Regulation (EUDR), warning that in its current form<span id=\"more-38592\"><\/span>, the regulation threatens the stability and competitiveness of the entire European timber sector. In a detailed position paper submitted to Poland\u2019s Ministry of Development and Technology on July 2, PIGPD called for the urgent revision or postponement of the regulation, and expressed full support for the simplification proposals introduced by Luxembourg and Austria during the most recent EU Agriculture Council meeting. These proposals, backed by a growing coalition of Member States including Bulgaria, Croatia, the Czech Republic, Finland, Italy, Latvia, Portugal, Romania, and Slovenia, aim to reduce the disproportionate administrative burdens placed on timber companies operating within the EU.<\/p>\n<p>\u201cFor many months, we have been warning, together with partners from Central Europe, that the EUDR imposes obligations that are excessive, disproportionate, and ultimately unjustified by the real risk of deforestation within the EU,\u201d PIGPD stated. \u201cWe emphasize that European forests are not only well-managed, but continue to grow in size. More than 70% of the EU\u2019s forest area is certified under FSC and\/or PEFC systems, which already guarantee the legality and sustainability of forest management. In this context, imposing mandatory geolocation, traceability, and reporting requirements on companies using domestic raw material\u2014sourced from well-regulated public forests\u2014is both unnecessary and damaging.\u201d<\/p>\n<p>The Polish timber sector employs approximately 330,000 people, with 94% of businesses in the industry classified as micro, small, or medium-sized enterprises (SMEs). According to PIGPD, these companies are particularly vulnerable to the high costs and complex compliance structures imposed by the EUDR. Many smaller firms lack the financial and technical capacity to meet the regulation\u2019s requirements, and some are not even aware of the obligations that are soon to come into effect.<\/p>\n<p>The Chamber outlined five main areas of concern regarding the EUDR\u2019s implementation:<\/p>\n<p>1. Lack of justification for subjecting EU timber to EUDR obligations<br \/>\nPIGPD argues that the EUDR is based on a flawed assumption that timber sourced within the EU poses a deforestation risk. In reality, the opposite is true: between 1990 and 2015, forest cover in Europe increased by 90,000 km\u00b2, and this trend continues. Given the high percentage of FSC and PEFC certification across the EU, the Chamber believes there is no reasonable basis for requiring geolocation data and full traceability for operators working with wood sourced exclusively from domestic forests. These requirements create costs and uncertainty without addressing any actual deforestation problem in the EU.<\/p>\n<p>2. Severe economic consequences and erosion of competitiveness<br \/>\nThe regulation, if implemented without fundamental changes, could severely impact the EU timber sector, which employs more than 3 million people across the continent. In Poland alone, the industry is an important part of the national economy, and it is dominated by SMEs\u2014businesses that lack the infrastructure and resources to comply with the EUDR in its current form. The Chamber warns that implementation, even under a simplified model, could result in the exclusion of small operators from the market, further consolidating the sector and weakening competition.<\/p>\n<p>3. Proposal for a third risk category: \u2018Not at risk of deforestation\u2019<br \/>\nPIGPD, together with several Central European partners, has repeatedly proposed the creation of a third risk category under the EUDR: \u201cnot at risk of deforestation.\u201d This category would apply to countries like Poland and other EU Member States, where sustainable forest management is the norm. Under this proposal, operators sourcing exclusively from such regions would be exempt from the most burdensome obligations, such as geolocation and traceability documentation. The Chamber argues that this measure would allow the regulation to focus on regions where illegal deforestation is genuinely a concern, rather than penalizing well-regulated EU industries.<\/p>\n<p>4. Lack of national implementing legislation and practical tools<br \/>\nDespite the looming deadline for EUDR enforcement, Poland has yet to pass the necessary implementing legislation. The regulation was originally expected to be transposed into national law by the end of 2024, but this has not occurred. As a result, companies have no legal certainty, no operational model, and no official guidance to follow. The current state of affairs creates widespread confusion and inhibits companies from taking any meaningful preparatory steps.<\/p>\n<p>5. Lack of effective action from the European Commission<br \/>\nThe Chamber also criticizes the European Commission for failing to provide practical tools for implementation more than two years after the adoption of the EUDR. PIGPD argues that the guidance published to date\u2014including FAQs\u2014fails to address the most pressing questions and does not reduce the legal risks facing operators. Moreover, the Chamber expresses concern over reports of opaque relationships between certain Commission departments and non-governmental organizations, suggesting the possibility of biased interpretations of EUDR provisions being used to target companies or national authorities.<\/p>\n<p>In light of these concerns, PIGPD calls for the full repeal of the regulation or, at the very least, the postponement of its enforcement by one year, so that a meaningful simplification process can be completed through the Omnibus legislative mechanism.<\/p>\n<p>\u201cWe are convinced that in its current form, the EUDR does not contribute to increased transparency in the supply chain, nor does it improve the enforcement of existing regulations,\u201d the Chamber states. \u201cInstead, it generates new bureaucratic, organizational, and financial burdens that fall hardest on legally operating companies\u2014particularly small ones\u2014which already function within one of the most tightly regulated and certified forestry systems in the world.\u201d<\/p>\n<p>According to PIGPD, strengthening the EU\u2019s environmental policy should not come at the cost of economic stability and legal clarity. Effective regulation must be proportionate, risk-based, and adapted to the structural realities of different Member States. By overregulating low-risk industries and failing to provide actionable implementation tools, the EUDR in its current form undermines both environmental and economic objectives.<\/p>\n<p>\u201cWe strongly support the simplification proposals put forward by Luxembourg and Austria and urge the European Commission to act swiftly.
