The group includes organisations from across the forest-based value chain, who argue that the sector must play a central role in reaching the EU\u2019s climate goals, while ensuring strategic autonomy, resilience, and competitiveness.<\/p>\n<p data-start=\"971\" data-end=\"1249\">\u201cThe EU\u2019s 2040 climate target will shape the trajectory of net greenhouse gas emissions reductions and carbon removals for decades to come,\u201d the statement says. \u201cThis moment is crucial in defining the direction of the EU\u2019s strategic autonomy, self-reliance and competitiveness.\u201d<\/p>\n<p data-start=\"1251\" data-end=\"1776\">Forests, which act both as carbon sinks and as sources of renewable raw materials, are identified as a cornerstone of the EU\u2019s land-based climate mitigation efforts. However, the sector notes that current forest carbon sinks are in decline in several Member States due to climate change-related stress such as prolonged droughts, rising temperatures, pest outbreaks, storms, and forest fires. These stressors have led to increased tree mortality and reduced forest growth, undermining the ability of forests to absorb carbon.<\/p>\n<p data-start=\"1778\" data-end=\"2065\">\u201cEurope\u2019s forest carbon sink increased nearly fivefold between 1950 and 1999 and remained stable until 2013, largely due to investments in sustainable forest management. But that trend has reversed,\u201d the statement warns. \u201cA stable and endlessly growing sink cannot be taken for granted.\u201d<\/p>\n<p data-start=\"2067\" data-end=\"2444\">The joint statement highlights that the current 2030 target for land use, land-use change and forestry (LULUCF) is \u201cvery unlikely to be met\u201d and calls for a policy rethink. It argues that EU climate strategy must evolve from simply preserving carbon in standing forests to encouraging active forest management that supports healthy, biodiverse, and resilient forest ecosystems.<\/p>\n<p data-start=\"2446\" data-end=\"2780\">The sector further emphasizes the contribution of the forest-based bioeconomy, which produces renewable and circular materials that can replace fossil-based products. Sustainably managed forests not only sequester carbon but also deliver wood and biomass for products and energy, helping to reduce fossil emissions across the economy.<\/p>\n<p data-start=\"2782\" data-end=\"3028\">\u201cClimate policy should not rely solely on increasing carbon stocks,\u201d the statement says. \u201cIt must recognize the full climate benefit of the forest-based value chain \u2013 including the storage and substitution effects of wood products and bioenergy.\u201d<\/p>\n<p data-start=\"3030\" data-end=\"3427\">Viveka Beckeman, CEO of the Swedish Forest Industries Association, echoed the need for a balanced approach that strengthens the EU\u2019s circular bioeconomy. \u201cReducing fossil fuel dependence must remain a top priority. An accelerated transition to renewable, fossil-free solutions benefits both the climate and Europe\u2019s competitiveness,\u201d she said in a separate commentary on the proposed 2040 targets.<\/p>\n<p data-start=\"3429\" data-end=\"3782\">The forest-based sectors are calling for a long-term, flexible EU policy framework that reflects the realities of forest ecosystems and supports the transformation of forests into more resilient, climate-adapted systems. They warn against setting short-term climate targets that are disconnected from the long-term nature of forest management decisions.<\/p>\n<p data-start=\"3784\" data-end=\"4078\">Looking ahead, the EU\u2019s 2040 climate target will serve as a precursor to the post-2030 LULUCF framework.
