This placed it ahead of South Korea (NZ$145 million) and firmly in the top five export markets, although still well behind China, which remains New Zealand’s largest buyer with about 19 million cubic metres annually.

Trade with India declined sharply after New Zealand implemented regulations limiting the use of the fumigant methyl-bromide, which was banned for use in ship holds. The change effectively halted exports to India, and trade volumes dropped to just NZ$9.5 million in 2023.

This year, timber exports have rebounded to NZ$77 million, with shipments now allowed under the condition that methyl-bromide is applied upon arrival in India rather than in New Zealand. Pulp exports have also risen significantly, more than doubling from NZ$20 million to NZ$45.6 million.

Mark Ross, CEO of the Wood Processors and Manufacturers Association of New Zealand (WPMA), noted that while log exports are recovering, challenges remain for processors aiming to sell finished wood products in India. Tariffs of up to 30% are imposed on processed wood, similar to those faced in China, whereas tariffs on logs are limited to 5%. “There are assorted non-tariff trade barriers and tariffs. We face tariffs up to 30% on finished products,” Ross said. “We are hoping this will be something that can be resolved, as we would really like to target more high-value exports there.”

AgriHQ analyst Reece Brick estimated that if free trade in timber products and logs were secured, the added value could be around US$7 per cubic metre. Based on the 2019 peak, this would represent a potential gain of more than NZ$10 million for New Zealand exporters. Brick also pointed out that India has long played a useful role in buffering the New Zealand timber industry against the volatility of the Chinese market. Removing tariffs would help New Zealand better compete with countries like Australia and Uruguay, which currently enjoy more favourable trade terms.

Forestry, Trade and Investment Minister Todd McClay has announced that forestry-specific trade missions to India will take place in the coming months as part of broader free trade discussions. Supported by industry partners, the inbound visit will promote New Zealand’s forestry systems and sustainable forest management practices.

McClay emphasised that India is a key priority and that forestry is an integral part of the trade relationship. “The goal is clear: to grow the market, remove barriers and drive better returns back to New Zealand’s foresters and processors,” he said.

Ross added that while India has limited domestic timber supplies, it has access to global suppliers that benefit from significantly lower tariff rates. Addressing this imbalance could unlock greater opportunities for New Zealand’s value-added wood products.

New Zealand’s forestry sector is optimistic about India regaining its position among the country’s top five timber export destinations, as demand for logs begins to pick up and trade resumes under new fumigation protocols.
