Forestry is a central pillar of the economy in many parts of Canada, supporting thousands of jobs in communities such as Thunder Bay, Kenora, Dryden, and Fort Frances.

“This could have a huge impact—not only on Northwestern Ontario, but across Canada,” said Rick Dumas, Mayor of Marathon and President of NOMA. “Forestry is the backbone of many of our communities. A 34% tariff on our lumber will devastate a lot of companies.”

The forestry sector has been battling tariff uncertainty since 2016, when the previous Softwood Lumber Agreement between the U.S. and Canada expired. Since then, Canadian lumber producers have paid over CAD 10 billion in duties, according to NOMA. The financial burden has stalled investment, constrained innovation, and put the industry’s long-term sustainability at risk.

Dumas emphasized that the consequences of the tariff increase would extend well beyond the mills themselves. Many smaller towns that rely on a single industry could see a ripple effect of economic decline, with job losses spilling into the service sector and retail.

“If the sawmills get hit, it trickles down. You start seeing storefronts close, fewer jobs in services, and the economy in the whole region starts to collapse,” Dumas said.

Industry stakeholders have urged the Canadian government to step up negotiations with Washington to prevent the tariff hike from taking effect. Dumas praised efforts by Prime Minister Carney and Premier Ford to address the issue but warned that more decisive action is needed.

“We’re playing with a moving target,” he said. “Let’s get a deal on the table before the end of July. These tariffs are impacting real people and real communities.”

Dumas also pushed back on recent political rhetoric from U.S. voices suggesting that American industries can operate without Canadian resources. “Trump says he doesn’t need our resources, but he definitely needs them,” he said. “We want a fair and equitable deal so our workers are compensated fairly and our economy remains strong.”

The dispute underscores the fragile state of Canada–U.S. trade relations on natural resources, a relationship long marked by tension over softwood lumber. As both governments continue discussions, stakeholders across the Canadian forestry sector are urging a swift and sustainable resolution before the new tariffs take effect.

The U.S. Department of Commerce has announced a significant hike in tariffs on Canadian softwood lumber, with the combined countervailing and anti-dumping duty rate set to rise from 14.5% to 34.45% in July 2025.
