At the same time, raw material shortages and deliveries at levels not seen since the 1990s crisis on the Swedish market have put sawmills under pressure. But there are signs of hope on the Swedish horizon — including a raised ROT tax deduction, lowered interest rates, and some increase in construction activity. Additionally, the industry has agreed on a new range of pine construction timber.

In a good year, about 3 million cubic meters of wood products are delivered just to the Swedish building trade. In 2024, approximately 3.7 million cubic meters were delivered in total to both the building trade and other wood consumption in Sweden, the lowest figures in around 30 years.

“At the start of 2025 there was optimism for an improvement, but with everything happening in the global market, that optimism is now more cautious. Last year, many Swedish sawmills were saved by strong exports, but if the Swedish krona strengthens, it could negatively impact exports,” says Christian Nielsen, market analyst for wood products at the Swedish Forest Industries Federation.

And although wood product sales increased by 22 percent in the first quarter according to the Building Materials Retailers’ latest Building Materials Index for the building trade compared with the same quarter last year, this growth was from historically low levels.

Price increases for wood products have not matched the increased costs faced by sawmills.

“Wood product prices are relatively high historically, but costs have increased even more, so there is an imbalance,” Christian explains.

Another concern is the dry winter and spring in Sweden, leading to low groundwater levels — which favors an unwelcome guest in the forests.

“The spruce bark beetle has declined in recent years, but in dry and warm weather the risk of infestations increases again, although we believe the worst is behind us,” says Johan Fröbel, head of technology and trade at Svenskt Trä, part of the Forest Industries Federation.

Spruce is normally delivered as construction timber, but to secure raw material supply given spruce bark beetle attacks and other factors, the industry has now agreed to introduce a new complementary range of construction timber — pine.

“The pine sapwood is a bit more sensitive than spruce sapwood, which increases moisture absorption, so we are making efforts to explain how it should be handled correctly in our revised publication ‘Handling Timber Properly,’” Johan explains.

More news in construction timber is expected.

“We also anticipate that lodgepole pine (contorta pine) will be introduced to the Swedish construction market within the next year, since the contorta pines planted in Sweden in the 1970s are now mature for harvest and can become new construction products,” says Johan.

Hardwoods as construction timber are further in the future for several reasons, including difficulty in obtaining the right qualities and volumes, and strong competition from imports.

“Hardwoods are mainly used for interiors so far. Swedish forests today consist of about 80 percent spruce and pine. We do not rule out that, for example, birch could become construction timber in the future, but we are not there yet. Today there are strength classes for birch, but none of our member sawmills are certified to produce such products,” Johan says.

However, Sweden itself represents only part of the Swedish wood market — about 75-80 percent of Swedish wood is exported. Wood products are, so far, exempt from Donald Trump’s tariffs, but the industry is still affected by the turmoil. Furthermore, this exemption does not mean tariffs will never apply — because wood products are considered a matter of national security interest for the USA, they are temporarily exempt while a special investigation, due in November, is underway.

“We interpret this to mean that specific punitive tariffs on wood products to the USA could be imposed. The USA imports about 30 percent of its consumption, and if tariffs are introduced, our assessment is that American consumers will bear the price increases. Our biggest concern is not the export to the USA but what happens on the global market, since we are highly dependent on free trade,” Christian says.

What about the bright spots? They exist, notably as construction in Sweden has started to gain some momentum again in certain segments.

“We see increased interest, especially in logistics and warehousing. Other interesting segments are schools, healthcare and social services, and offices. Glulam and cross-laminated timber have not been hit as hard as wood products, although the steady growth we saw earlier has stalled. But now we see an increase in inquiries, even if from low levels,” Johan says.

A raised ROT tax deduction raises hopes for growth in the renovation segment, and there are signs of improvement in the industrial market as well.

“We are also hearing a lot about impregnated timber now and that there are more orders this year,” Johan adds.

How do you see the future of timber construction?

“It has enormous potential. Wood is one of the best materials to make community building more sustainable so we can leave something good for future generations. Moreover, it is a renewable raw material — in Sweden we plant 400 million tree seedlings every year in our forests,” Johan concludes.

For an export-dependent sector like Sweden’s wood industry, recent global turbulence is a cause for concern.
