The U.S. Department of Commerce has initiated antidumping duty (AD) and countervailing duty (CVD) investigations into imports of hardwood and decorative plywood from China, Indonesia, and Vietnam, following petitions filed on May 22 by the Coalition for Fair Trade in Hardwood Plywood.<\/p>\n

The investigations aim to determine whether these countries are selling plywood in the U.S. at less than fair value and whether their governments are unfairly subsidizing exports. According to Commerce, the alleged dumping margins are steep: 504.07% for China, 84.94% for Indonesia, and between 138.04% and 152.41% for Vietnam. All three countries are also accused of providing subsidies above the de minimis threshold.<\/p>\n

U.S. import volumes from targeted countries surged in 2024<\/h3>\n

Commerce data shows a notable rise in plywood imports from China and Vietnam in 2024. Imports from China reached 154,516 cubic meters, up from 122,461 m\u00b3 in 2023, while shipments from Vietnam almost doubled year-on-year, from 436,183 m\u00b3 to 828,767 m\u00b3. Indonesia\u2019s volumes also increased to 787,821 m\u00b3 in 2024, following a decline in 2023.<\/p>\n

Investigation timeline<\/h3>\n

The U.S. International Trade Commission (ITC) is scheduled to issue its preliminary injury determinations by July 7, 2025. Should the ITC find no reasonable indication of material injury, the investigations will be terminated.<\/p>\n

Preliminary determinations by Commerce are expected on August 15, 2025 (CVD) and October 19, 2025 (AD), with final determinations scheduled for later in the year. Any resulting trade remedies, in the form of AD\/CVD orders, would be issued by December 2025 for CVD and March 2026 for AD cases, contingent upon affirmative final rulings by both Commerce and the ITC.<\/p>\n

Petitioners and case access<\/h3>\n

The petitioning coalition includes five U.S. manufacturers: Columbia Forest Products, Commonwealth Plywood Inc., Manthei Wood Products, States Industries LLC, and Timber Products Company.<\/p>\n
