The measure, which came into force this week, is part of the EU\u2019s ongoing effort to protect its market from the influx of low-priced and potentially sanction-evading timber products.<\/p>\n<p data-start=\"794\" data-end=\"1071\">The provisional duties, announced in May, apply a rate of 25.1% to the Chinese firm Pizhou Jiangshan Wood Co., Ltd., and 62.4% to all other Chinese producers. These tariffs are expected to remain in place until the conclusion of the Commission\u2019s investigation in November 2025.<\/p>\n<p data-start=\"1073\" data-end=\"1506\">According to AS \u201cLatvijas Finieris,\u201d the decision addresses both unfair pricing practices and growing concerns over the re-export of sanctioned Russian and Belarusian birch plywood through intermediary countries. \u201cThis level of security will allow us to maintain equal competitive opportunities for our producers, while creating secure and predictable supply conditions,\u201d said M\u0101rti\u0146\u0161 L\u0101cis, Member of the Board of Latvijas Finieris.<\/p>\n<p data-start=\"1508\" data-end=\"1947\">The investigation, initiated in October 2024 following complaints from several EU producers, uncovered evidence of significant dumping, with margins reportedly reaching as high as 144% and 192% for certain products. In parallel, growing volumes of birch plywood with uncertain origin continue to enter the EU through countries such as Egypt, Kazakhstan, Uzbekistan, Georgia, Turkey and China\u2014raising concerns about sanctions circumvention.<\/p>\n<p data-start=\"1949\" data-end=\"2411\">Latvijas Finieris has actively cooperated with European and Latvian authorities to address these risks. The company reports that in 2024, illegal plywood imports into Latvia fell by a factor of 30 thanks to closer coordination with the European Commission, the European Wood-Based Panel Federation (EPF), and national institutions such as Latvia\u2019s Customs Administration and Forest Service. However, concerns remain regarding transits through other EU countries.<\/p>\n<p data-start=\"2413\" data-end=\"2885\">The company calls for ongoing vigilance, citing signs of evasive tactics such as mislabeling, minor technical product alterations, and the use of questionable documentation. Although some Chinese manufacturers claim to source birch logs and veneers from the EU, export data from Latvia and Eurostat show negligible volumes, raising doubts about the authenticity of such claims. Simultaneously, imports of Russian birch logs, veneers, and plywood to China continue to rise.<\/p>\n<p data-start=\"2887\" data-end=\"3244\">Latvijas Finieris also highlighted weaknesses in some third-party certification systems. \u201cIn our experience, there are cases when international certification bodies are unable to provide consumers with confidence in the origin of raw materials,\u201d the company stated, encouraging EU authorities to act decisively against misleading or falsified documentation.<\/p>\n<p data-start=\"3246\" data-end=\"3627\">Under current EU sanctions, the direct or indirect purchase, import, or transfer of wood products originating in Russia or Belarus is prohibited, along with associated services such as transport and warehousing.
