A new nationwide study suggests that the long-term sustainability and growth of the American timber supply rests not in the forests of the Pacific Northwest—as many still assume—but in the pine plantations and mixed hardwood stands of the South.

The study, led by David Wear of the Resources for the Future think tank and John Coulston of the USDA Forest Service’s Southern Research Station, draws on an expansive dataset covering more than 245 million acres of non-reserved forestland, combining harvest trends, tree-planting patterns, and inventory projections.

The key takeaway: future supply growth will be almost entirely concentrated in the South and Southeast, with little room for expansion in the historically dominant western regions.

Shifting the industry’s center of gravity

According to the report, the South—split into the Southeast (SE) and South Central (SC)—already accounts for 61% of all tree removals in the country. In contrast, the Pacific Northwest (PNW) and Pacific Coast (PC) regions together account for only 17%, with just 12% from the PNW. The North (Northeast and North Central) contributes 19%, while the rest—including the Rocky Mountains and Great Plains—together make up a marginal 3%.

“Market signals matter,” Wear and Coulston note. “Private forest owners, especially in the South, respond to timber prices not only through harvest decisions but also by planting more trees—contributing to a regenerative model of supply.”

The economics of responsiveness

The research finds that timber supply in most US regions is price inelastic—meaning supply doesn’t increase dramatically with rising prices. However, the Pacific Northwest is an exception, with a relatively price-elastic response (~1.5), suggesting its forests are more sensitive to market shifts. Still, this region faces limits due to environmental protections, land use constraints, and limited scope for afforestation.

By contrast, tree planting on private lands in the South appears directly responsive to higher timber prices. In effect, the South combines a high current harvest volume with a regenerative, market-sensitive approach to future supply—making it the logical focus for future investment.

Planted forests: the Southern edge

About 25 million hectares of forests in the US are planted, and over 70% of these are located in the South. These intensively managed plantations produce a disproportionately high share of the nation’s timber. In the Southeast, planted forests account for 52% of total harvests; in the South Central region, 46%.

In the Pacific Northwest, plantations make up just 12% of forest area but 39% of harvests, showing that even there, planted forests are key to productivity. In other regions, the share of harvests from plantations is below 10%.

Crucially, commercial ownership is closely tied to plantation forestry. Commercial owners hold just 21% of US forestland but account for 48% of harvests. Meanwhile, family forest owners, who control 48% of forestland, provide 41% of harvested timber. Public forests (national forests, state lands, etc.), which cover nearly a third of the forest area, produce just 11% of total harvests—largely due to regulatory and environmental restrictions.

Can federal lands fill the gap?

The report emerges at a time of renewed political debate about America’s timber independence. With trade tensions affecting lumber imports from Canada, some policymakers are calling for higher logging rates on federal lands to close the supply gap.

But experts are skeptical. The US would need to increase federal timber harvests by up to 450% to replace Canadian softwood imports—an almost insurmountable jump, given permitting delays, environmental reviews, and the limited logging infrastructure on public lands.

Even though federal forests hold large reserves of timber, their contribution to commercial supply remains limited and is unlikely to increase drastically in the near future.

What this means for industry and policy

The South’s dominance has implications across the supply chain—from timberland investment and mill capacity planning to workforce development and infrastructure.

Mill expansions and capital investments are increasingly directed at Southern states like Georgia, Alabama, and Mississippi.

Private landowners, particularly industrial timberland investors and REITs, are likely to focus more on the South, where forest productivity, regulatory flexibility, and return on investment are highest.

Transportation and logistics networks may see upgrades to support the higher volumes moving out of the Southern supply regions to national and international markets.

Meanwhile, Western states may have to rethink their role in the timber economy. While they still offer high-quality species and niche products, their long-term contribution to bulk softwood supply is expected to plateau or decline.

New research highlights how southern forests—particularly private plantations—are becoming the dominant source of US timber, with limited long-term growth prospects in the West.
