As the second-largest exporter of construction lumber to the United States—after Canada—Germany is stepping into a growing supply gap created by the former president’s aggressive tariff policy.

The mood among German forest owners and sawmills has notably improved in 2025. For years, the sector has struggled with falling prices, extreme weather events, and insect infestations. Now, with global timber prices on the rise and international demand picking up, the German timber industry is cautiously optimistic about turning the corner.

“We may finally be coming out of the red,” says forester Florian Koch from Neukirchen in Hesse. Measuring a freshly felled beech log, he reports a successful spring harvest for HessenForst, the state forest agency. Positive news has been rare in Germany’s forests in recent years, amid a cascade of storms, prolonged drought, and bark beetle outbreaks.

But 2025 could mark a turning point. Sawmill operator Gangolf Hosenfeld, who runs a medium-sized mill near Fulda, says the past two years have been tough—revenues were down 15% to 30% due to weak construction activity in Germany and Europe. Now, however, the outlook is improving, in part thanks to rising timber prices on global markets—driven by a surprising source: Donald Trump.

Trump’s tariffs disrupt U.S. supply

The U.S. housing market is heavily reliant on softwood lumber. Around 90% of American homes are built with wood, making the country the world’s largest consumer of construction lumber. According to the German Sawmill and Wood Industry Association (DeSH), the U.S. needs about 115 to 120 million cubic meters of construction timber annually.

Historically, Canada has supplied roughly 30 million cubic meters of this demand, while Germany accounts for another two million. But new tariffs on Canadian softwood lumber, introduced under Trump’s 2025 protectionist trade agenda, have disrupted long-standing supply chains. These tariffs, combined with existing anti-dumping duties, have made Canadian lumber significantly more expensive.

The result: a classic case of economic blowback. With U.S. domestic production also constrained by forest fires and pest damage, the tariffs have led to tighter supplies and higher prices. Investment bank UBS estimates the new duties will raise the cost of building a typical U.S. home by $6,400—an unwelcome development in an already strained housing market.

German lumber fills the void

As Canada’s share of the U.S. market comes under pressure, German exporters are positioning themselves to capitalize. Although exact figures for 2025 exports are not yet available, German sawmills are already feeling the effects of increased interest from the U.S.

“There are ‘wood headhunters’ coming around, trying to recruit us for the U.S. market,” says Hosenfeld. Across the industry, companies are exploring new export opportunities or expanding existing contracts. For forest owners and sawmills that suffered during the downturn, the shift in U.S. trade policy is creating new momentum.

Germany’s domestic conditions also support this growth. With over a third of its land area covered in forest, the country is rich in wood resources. Hesse and Rhineland-Palatinate lead among the federal states, with forests covering approximately 42% of their territory. The majority of processed timber still comes from German forests, and the most recent National Forest Inventory has confirmed that more wood is regrowing than is harvested—a crucial factor for long-term sustainability.

Germany is already Europe’s largest producer of construction lumber and ranks fifth globally, behind the U.S., Russia, Canada, and China.

U.S. reviewing dependency on foreign wood

Despite growing imports, Washington is not entirely at ease with the situation. The U.S. Department of Commerce has launched a formal investigation into whether dependency on foreign wood, including German imports, poses a risk to national economic security. The Biden administration has made clear that it wants to reduce reliance on foreign suppliers and revive the domestic forestry sector.

The Commerce Secretary has been given 270 days to submit a report with findings and policy recommendations to the President—a deadline that falls in December. If the U.S. moves toward further protectionism or import substitution, Germany’s growing market share could face new headwinds.

European risks: Canadian pushback?

Meanwhile, some German producers remain wary. Hosenfeld, while expanding export talks, is still focused on the domestic market and voices concern about potential fallout. “If Canadian exporters begin shifting focus to the European market due to U.S. tariffs, competition could intensify here,” he warns. That could lead to price pressure and shifting market shares within Europe—especially if cheap Canadian lumber floods EU markets.

Germany is emerging as a key beneficiary of Donald Trump’s escalating trade dispute with Canada.
