The European Commission recently updated its country risk classification under the EU Deforestation Regulation (EUDR), placing timber from Russia and Belarus in the \u201chigh-risk\u201d category.<\/span><\/p>\n

According to the new regulation, the EU will apply differentiated inspection rates depending on the risk category of timber imports: for low-risk countries, only 1% of timber imports will be checked; for standard-risk countries, the rate increases to 3%; and for high-risk countries\u2014including Russia and Belarus\u2014the inspection rate reaches 9%.<\/p>\n

In the context of the ongoing war in Ukraine, timber and furniture exports have become an important support for the Ukrainian economy. Viktor Smal, head of the State Forest Resources Agency of Ukraine, announced that Ukraine has been classified as a \u201clow-risk\u201d country, which opens up more opportunities for the export of furniture and other wood-based products to the European market.<\/p>\n

Smal emphasized that this low-risk status is the result of systemic reforms and digital upgrades in Ukraine\u2019s forestry sector. The agency has introduced tools such as electronic logging permits, electronic certificates of origin, and photo-supported electronic transport documents, making it easier to comply with EUDR requirements and improve traceability of imported timber and wood products.<\/p>\n

In addition, the Ukrainian government is actively cooperating with the EU to help block the grey import channels used for Russian timber. This cooperation is driven by the EU\u2019s growing concern over the illegal inflow of Russian wood. According to media reports, since June 2022, over \u20ac1.5 billion worth of Russian timber has entered the EU through various smuggling routes, bypassing Western trade sanctions. Almost all 27 EU member states have reportedly been involved in this form of illicit trade.<\/p>\n

A report by the UK-based NGO Earthsight revealed that significant volumes of Russian birch plywood are being rerouted through third-party countries such as China, Turkey, Kazakhstan, and Georgia\u2014each of which is classified as \u201clow-risk\u201d under the EUDR\u2014and then shipped into European ports.<\/p>\n

More alarmingly, the global wood origin verification organisation World Forest ID found that nearly half of the birch wood product samples tested, many of which were marked with FSC (Forest Stewardship Council) or PEFC (Programme for the Endorsement of Forest Certification) labels, were falsely declared in terms of country of origin. This indicates that large quantities of Russian and Belarusian timber are still entering international markets\u2014including the UK\u2014through illegal means.<\/p>","protected":false},"excerpt":{"rendered":"
