<\/span>Since its entry into force on 29 June 2023, the EU Deforestation Regulation (EUDR) has caused significant concern. Many parts of the regulation are impractical, and proper implementation poses enormous bureaucratic hurdles and burdens for businesses. Although the EU Commission has made some adjustments following ongoing protests, the German Timber Trade Federation (GD Holz) is calling for further concessions to make implementation of the EUDR feasible in practice.<\/p>\n

The transfer of reference numbers within the internal market threatens to become a bureaucratic nightmare, as clear assignment is only possible if companies have suitable inventory management systems \u2014 which is the case for only a few businesses. Inventory management encounters not only digital but also on-site limitations when identical products with different reference numbers are mixed in the same physical warehouse.<\/p>\n

There is reason to believe that the requirement to pass on reference numbers was included in the EUDR merely because some authorities in EU member states have been inadequately enforcing the existing EU Timber Regulation (EUTR). While the EUDR cannot prevent \"weak\" authorities from continuing to allow goods from problematic sources into the EU, it can punish companies in countries with \"strong\" enforcement \u2014 such as Germany \u2014 that later purchase these goods within the internal market. From GD Holz\u2019s perspective, it is unreasonable for companies in some internal market countries to face a significantly higher documentation burden due to poor enforcement in others. Therefore, the EU Commission must ensure consistent enforcement of the EUDR across all member states, so that the transfer of reference numbers within the internal market becomes unnecessary.<\/p>\n

GD Holz also emphasizes that wood and wood products are globally traded commodities. While Germany is a net exporter of wood products on average, it still relies heavily on imports in certain segments \u2014 such as plywood \u2014 to meet demand, not to mention imports of timber species that are unavailable in Germany or the internal market. Lastly, the federation points out that more than 90% of the goods come from countries with a low risk of deforestation.<\/p>","protected":false},"excerpt":{"rendered":"
