According to Japan’s Ministry of Finance, timber imports from Russia reached 71,700 cubic meters in April 2025—up 43% year-on-year—making Russia Japan’s largest timber supplier for the first time. Total national timber imports stood at 343,700 cubic meters for the month, up 73% from April 2024.

Russia, Sweden, Canada, and Finland were Japan’s top four suppliers during the period.

The surge underscores the close economic ties between Russia and Japan, despite ongoing international sanctions. Japan remains one of the few G7 countries that has not imposed a full ban on Russian timber. Over recent years, the two countries have strengthened resource cooperation through sustained diplomatic engagement. Former Prime Minister Shinzo Abe met with President Vladimir Putin 27 times, laying the groundwork for broader economic collaboration, including energy and timber trade.

This upward trend in Russian timber shipments contrasts sharply with the EU’s position. The European Sawmill Industry Organization and several international NGOs have urged Japan to implement a full ban, arguing that restricting Russian timber exports is vital to reducing the country’s wartime revenues. However, enforcement within the EU itself remains inconsistent. Since June 2022, over €1.5 billion worth of Russian timber has reportedly entered the EU via member states, taking advantage of regulatory loopholes across 27 countries.

Analysts point out that Japan’s dependence on foreign timber—combined with its relatively neutral stance in the Russia–Ukraine conflict—has preserved its flexibility in maintaining supply chains. Yet the latest spike in Russian timber imports raises concerns within Japan’s domestic industry. Increased volumes could fuel competitive pressures, while Tokyo faces growing scrutiny on the global stage for what some see as "indirectly supporting Russia."

The challenge ahead for Japan’s timber sector lies in balancing affordable resource access with rising international expectations for ethical sourcing.

Japan’s timber imports from Russia have soared to record levels, defying global trade restrictions and highlighting Tokyo’s balancing act between resource security and geopolitical alignment.
