<\/span>Strong arguments to reform \u2013 or even overhaul \u2013 the EU\u2019s LULUCF regulation have been put forward by Ulf Larsson, CEO of Sweden\u2019s forest industry giant SCA, amid growing concerns that European forests cannot meet the expectations laid out in current climate policy frameworks.<\/p>\n

In an op-ed published Wednesday, Larsson warns that the land use, land use change and forestry (LULUCF) regulation is based on assumptions that are no longer aligned with the reality on the ground. While European forests have historically acted as significant carbon sinks, growth is slowing and risks are rising, making current targets increasingly unrealistic.<\/p>\n

\u201cForests are not following the European Commission\u2019s script,\u201d Larsson wrote. \u201cWe are facing a slowdown in biomass accumulation, while expectations keep rising. This mismatch needs a serious rethink.\u201d<\/p>\n

Under the current EU framework, forests are expected to offset emissions from other sectors like energy and transport, in line with the net-zero vision embedded in the Paris Agreement. By 2050, the EU aims to remove 310 million tonnes of CO\u2082 annually through land-based sinks. But this rests heavily on the ability of forests to continue growing carbon stocks, despite growing evidence to the contrary.<\/p>\n

Larsson points out that much of the past gains stemmed from post-war reforestation and growth on former farmland \u2013 dynamics that have largely run their course. He also cautions against short-term fixes, such as proposals in Sweden to reduce timber harvesting to inflate the carbon sink.<\/p>\n

\u201cReducing harvests does little for the global climate,\u201d he argues. \u201cLower output here means higher emissions elsewhere. Replacing wood with fossil-based materials like steel or plastic is a step backwards.\u201d<\/p>\n

Larsson also highlights the economic and strategic importance of active forestry. The wood-based value chain supports 18 million jobs and contributes roughly 7% to EU GDP, often in rural regions. Curtailing timber harvests would undermine both economic resilience and European self-sufficiency.<\/p>\n

Instead, he urges policymakers to separate carbon sinks from fossil emission reductions, and to rethink the net-zero framework itself. \u201cWe must move away from a compensation-driven net-zero and prioritise rapid fossil reduction,\u201d he writes. \u201cForests should be valued for the wood they provide, not for the carbon they are expected to hold indefinitely.\u201d<\/p>\n

Larsson\u2019s call comes amid growing debate in forest-rich EU countries like Sweden and Finland, where pressure is mounting to reconcile ambitious climate targets with economic and ecological realities. He suggests ISO standards that recognise the fossil-displacement value of wood could offer a better path forward.<\/p>\n
