<\/span>A broad majority of EU member states have voiced support for the introduction of a zero-risk category<\/em> under the EU Deforestation Regulation (EUDR), aiming to reduce excessive bureaucratic obligations for operators in countries with low or negligible deforestation risk.<\/p>\n

The proposal, tabled by Luxembourg and Austria, received wide backing during the EU Agriculture Council meeting in Brussels on May 26. Industry associations and forestry groups across Europe welcomed the move as a step toward more practical and risk-based implementation of the regulation.<\/p>\n

The EUDR, designed to halt global deforestation linked to agricultural commodities and timber products, currently requires full traceability of supply chains. However, it lacks a differentiated approach in assessing country risk levels. So far, the Commission has classified only four sanctioned countries\u2014Belarus, North Korea, Myanmar, and Russia\u2014as high-risk<\/em>, while placing all other countries in a single low-risk<\/em> category.<\/p>\n

Industry representatives have argued that this binary classification fails to reflect real differences in forest governance and sustainability performance, creating unnecessary administrative burdens even for operators in countries with stable or expanding forest areas.<\/p>\n

\u201cThe introduction of a zero-risk category would bring long-overdue relief to sectors committed to sustainable forest management,\u201d one European timber federation stated.
\u201cA more nuanced risk classification is essential to avoid blanket due diligence requirements that do not correspond to actual deforestation risk.\u201d<\/p>\n<\/blockquote>\n

The recent publication of the EUDR country risk list by the European Commission caused frustration among forest-based industries. Critics argue that without a credible and differentiated benchmark, the regulation risks becoming a symbolic gesture rather than a targeted tool against illegal deforestation.<\/p>\n

The Commission had already agreed to delay the regulation\u2019s application by one year during trilogue negotiations at the end of 2024. Operators now have until 31 December 2025 to comply, while forest owners are granted a further extension to mid-2026. A supplementary statement from the Commission also promised timely release of country classifications\u2014though so far, they remain limited in scope.<\/p>\n

Calls for a zero-risk category have grown louder in recent months. Several industry and landowner organisations argue that it is the only viable way to reduce red tape for trusted suppliers and ensure that the regulation\u2019s implementation does not penalise countries with high environmental standards.<\/p>\n

\n

\u201cWhile the objective of halting deforestation is broadly supported, the regulation must not impose disproportionate costs on low-risk countries,\u201d said one association representative.
\u201cAdding a zero-risk tier would reflect the reality on the ground and safeguard the integrity and practicality of the EUDR.\u201d<\/p>\n<\/blockquote>\n
