<\/span>The Coalition for Fair Trade in Hardwood Plywood has filed antidumping and countervailing duty petitions with the U.S. Department of Commerce and the U.S. International Trade Commission targeting imports of hardwood and decorative plywood from Vietnam, Indonesia, and China. Filed on May 22, the petitions allege that exporters from these countries are benefiting from extensive government subsidies and selling their products in the U.S. at unfairly low prices, causing substantial harm to domestic manufacturers.<\/p>\n

According to the filings, dumping margins reach as high as 133.7% for Vietnam, 202.8% for Indonesia, and 474.2% for China. The petitions also claim that producers from the three countries benefit from dozens of government subsidy programs, including grants, subsidized inputs, tax incentives, and preferential loans.<\/p>\n

\u201cDomestic hardwood and decorative plywood manufacturers have been harmed for decades by dumped and subsidized imports from Indonesia, Vietnam, and China,\u201d said Timothy C. Brightbill, co-chair of Wiley\u2019s International Trade Practice and lead counsel to the Coalition. \u201cTrade remedies are necessary to restore fair competition for this essential U.S. industry.\u201d<\/p>\n

The Coalition, represented by law firm Wiley, comprises Columbia Forest Products, Commonwealth Plywood, Manthei Wood Products, States Industries, and Timber Products. These companies operate more than a dozen facilities across Arkansas, California, Michigan, Mississippi, New York, North Carolina, Oregon, Virginia, and West Virginia. The group argues that unfairly traded imports have led to reduced production, shipments, profitability, and employment across the U.S. hardwood plywood sector.<\/p>\n

The petitions come as imports continue to rise. In the first quarter of 2025, U.S. hardwood plywood imports climbed 18% year-on-year to 746,000 m\u00b3, with the total value up 14% to $490 million, according to Lesprom Analytics. Vietnam remained the largest supplier, accounting for 30% of total volume despite a slight 3% decline, while Indonesia increased its exports by 125% to reach a 29% share. China\u2019s share fell to just 2%, with volumes down 21% year-on-year.<\/p>\n

Indonesia recorded the most significant growth in both volume and value, although its average export price dropped 32% to $372 per m\u00b3. In contrast, Vietnam\u2019s average price rose 17% to $661 per m\u00b3. Among smaller suppliers, Russia and Thailand posted notable volume gains, while Finland saw exports surge 831%, albeit at a sharp price decline to $59 per m\u00b3. Birch plywood remained the dominant product, making up 67% of all imports with 495,000 m\u00b3 valued at $188 million.<\/p>\n

Canada, Cambodia, and China all recorded declines in both volume and value. Meanwhile, Spain\u2019s exports dropped 64% by volume but posted a 209% increase in average price, reaching $422 per m\u00b3.<\/p>\n

The U.S. International Trade Commission is expected to initiate a preliminary injury investigation, while the Department of Commerce will begin examining subsidy and dumping allegations. If the petitions succeed, provisional duties could be imposed later in 2025.<\/p>","protected":false},"excerpt":{"rendered":"
