They are already grappling with the demands of the EUDR\/UKDR (Deforestation Regulations) replacing the EUTR\/UKTR (Timber Regulations) in December 2025; and with anti-dumping investigations into both Chinese and Brazilian plywood imports. Now they have the uncertainties caused by President Trump in global markets, which were reeling from the actual and potential impacts of the tariff changes. Although timber and panel products do remain tariff-free (at the time of writing anyway), products made from them do not.<\/p>\n<p>\u201cThere is a coniferous plywood quota, agreed by the EU, and has been for years, so I don\u2019t understand why the EU wants these [anti-dumping] investigations and if a new duty is now imposed on Brazilian elliotis pine plywood, which is the number one source of softwood plywood for Europe, there is no alternative source,\u201d said one major trader in plywood.<\/p>\n<p>In the case of China, the problem seems to be more about the source of the birch the plywood manufacturers are using \u2013 is it home-grown Chinese birch, or is it Russian birch breaching sanctions against President Putin\u2019s regime?<\/p>\n<p>\u201cA number of dishonest Chinese factories are re-marking birch plywood \u2013 I would say \u2018greenwashing\u2019 it \u2013 and selling it to Europe \u2013 sometimes directly to UK buyers who don\u2019t know where the plywood is actually made,\u201d said a contact.<\/p>\n<p>\u201cWe only buy genuine Chinese birch plywood, made from Chinese trees, and have had it isotype tested; we have a clear conscience,\u201d they continued. \u201cBut if antidumping regulations do come in, it would still affect us. I remember when, a few years ago, a 68% duty was imposed on okoum\u00e9 plywood from China.\u201d<\/p>\n<p>Concern about possible anti-dumping regulations on China are widespread in the industry and the EU was approached, by a letter on April 7 from the Plywood Trade Interest Alliance (PTIA), through a Belgian lawyer, stating its case.<\/p>\n<p>The PTIA is an alliance of plywood importers, producers and end-users in nine EU member states and represents 30-35% of the imported plywood under investigation in the anti-dumping proposal. It is also supported by a substantial range of customers and end-users, including DIY stores, construction companies and trailer manufacturers, as well as the European Timber Trade Federation (ETTF) and other national trade bodies.<\/p>\n<p>The PTIA\u2019s letter points out that they directly and indirectly provide tens of thousands of jobs. PTIA\u2019s letter highlighted the two main topics, namely:<\/p>\n<p>-Inconsistencies on product scope definition with the Commission\u2019s recent plywood investigation (Birch plywood from Russia); and<br \/>\n-Specific scope exclusion requests by the PTIA, focusing on two products: eucalyptus plywood and film-faced plywood.<\/p>\n<p>The letter points out that not all plywood is the same: There are many different species used in its production, therefore it should not be considered under one heading. It points out the \u201clack of interchangeability of Chinese film-faced plywood and EU-produced high-level birch plywood in formwork applications\u201d.<\/p>\n<p>Concerning birch plywood and the possibility of Russian product illegally entering the EU, PTIA said it \u201cfirmly opposes illegal entry of Russian birch plywood\u201d and provided the Commission with declarations from Chinese exporting producers that they are against the processing and export of any illegal Russian birch plywood into the EU.<\/p>\n<p>However, said the letter, Russian birch plywood continued arriving in the EU indirectly via other countries, citing investigations into countries such as Turkey and Kazakhstan, which resulted in duty being applied to them for sanction-busting.<\/p>\n<p>\u201cIn view of the impending application of the anti-dumping regulations, a lot of mills are looking for alternative wood sources such as Australian softwood,\u201d said a trader. \u201cIt makes very nice plywood and is FSC-certified and will comply with the EUDR and UKDR.\u201d He pointed out that the logs are more expensive than existing species, but if high duties were to be put on Brazilian supplies, the Australian species could become competitive.<\/p>\n<p>Some Chinese factories are already offering softwood plywood using radiata pine from New Zealand, he said.<\/p>\n<p>Some Chinese plywood factories are very well-equipped, fully automated, and produce a very good product, said one trader, while some have very basic equipment and may even hand-make the plywood. If you deal direct with an unknown Chinese agent, you don\u2019t know what source they are using; or if the stamps on the crates and paperwork are genuine.<\/p>\n<p>The dealer said that his company was currently \u201creasonable busy\u201d in its trade in Chinese plywood, with fairly stable prices, with the main fluctuations being in container rates.<\/p>\n<p>Here is where more uncertainty comes in, due to President Trump\u2019s tariffs. If the result, as seems likely, is a large fall in demand for Chinese-made goods in the US, there are going to be a lot more shipping containers chasing a lot fewer goods.<\/p>\n<p>Vietnamese plywood, and products made from it, is also big in the US and the proposed tariff there is 46%, and if that were to be applied to plywood, there is another potential disruptor to global plywood markets.<\/p>\n<p>Another plywood importer said that container prices from China, having increased dramatically when the Red Sea was best avoided, are currently at the lowest level they\u2019ve ever been.<\/p>\n<p>It seems likely that Mr Trump\u2019s tariffs will make them even cheaper as US demand for Chinese goods falls.<\/p>\n<p>The importer said that the approaching EUDR\/UKDR introduction will be very difficult for anyone to comply with.<\/p>\n<p>\u201cIt requires the co-ordinates of the producing mill, isotopic analysis of the wood used and so on. I have contacted a few suppliers about it and they have admitted that compliance will be very difficult. However, it is still seven or eight months away so there is time to adapt and we are trying to make sure we are ahead of the game.<\/p>\n<p>\u201cWith regard to the EU dumping investigations of China, it is a concern. We will know in the next couple of months, but we do supply a fair quantity to the Republic of Ireland and I believe any regulations could be retrospective to January 2025. With regard to Brazil, I don\u2019t understand what the complaint is, but I am not too concerned about the outcome [of that investigation].\u201d<\/p>\n<p><strong>Market commentators are expecting OSB prices to rise<\/strong><\/p>\n<p>\u201cThere have been a few casualties among our customers and some construction companies have failed, so it\u2019s not a pretty picture at the moment. Last year our turnover was 20-25% down because the price was down about 10%, give or take.\u201d<\/p>\n<p>A large timber merchant interviewed for this report, said that they had a \u201clovely blip\u201d five years ago, due to Covid, but now he felt he was back where he started.<\/p>\n<p>With regard to the Trump tariffs, he felt that the problems would be short- to mediumterm. \u201cIt will either get sorted or it could escalate into something much more than a trade war,\u201d he said.<\/p>\n<p>\u201cI think it could go on for a year but Donald Trump has four years before the next US election.<\/p>\n<p>\u201cIf you strip out last week [speaking before the tariff announcements], we were going really, really nicely. Our first quarter was 13% up in sales on the same time last year and our gross profit was up 19% and we were looking at that continuing and it is still very buoyant this week.\u201d<\/p>\n<p>He said that he could not get consistency in the hardwood plywood market. China produces about 50% of the world\u2019s hardwood plywood these days and there are some good factories out there, he said, adding that there are also some that stick with the old tradition of making the cores in one factory and then applying very thin face veneers in another.<\/p>\n<p>\u201cWherever we can we substitute structural softwood plywood, good-one-side, for hardwood, with Type 3 glue throughout, from South America. It is strong and reliable, it\u2019s just not paintable.<\/p>\n<p>The majority of Chinese hardwood plywood is Type 2 glued because the face veneers are so thin, dark phenolic resin would bleed through.\u201d Type 2 plywood is not sufficiently durable for outdoor use.<\/p>\n<p>The merchant said that Finnish spruce plywood is still strong in the market, while French maritime pine plywood is \u201csuperb\u201d, but there is not much availability.<\/p>\n<p>\u201cAny anti-dumping tariffs are going to have a much bigger impact on plywood because it is a diverse product and much of it is made in China: Finished products, too.\u201d<\/p>\n<p>The merchant went on to say that the current market in the UK is pretty strong. \u201cThe weather helped in Q1,\u201d he added.<\/p>\n<p>\u201cShort of a global meltdown I think we\u2019re in for a reasonable run, with the exception of hardwood plywood, where I think prices are going to fall dramatically because of the US tariffs.\u201d<\/p>\n<p>If the tariffs don\u2019t hit plywood directly, they will hit Chinese manufacturers that make furniture from it for the US market.<\/p>\n<p><strong>OSB demand<\/strong><\/p>\n<p>With regard to OSB, the merchant said that spare capacity on the market is very limited and he felt that we are likely to see OSB demand \u2013 and therefore price \u2013 increasing. \u201cThat price increase is desperately needed. OSB volumes are currently only fractionally up on 2020 and I believe the only way is up.\u201d<\/p>\n<p>If the UK government\u2019s push for more housing is realised, even 100,000 to 150,000 units will lead to increased demand for plywood and OSB.<\/p>\n<p>\u201cHowever, if there is a massive trade war and global depression, then all bets are off, but I still think we are not far from a \u2018pinch point\u2019, where OSB availability will go down and prices up.\u201d<\/p>\n<p>One large trader, mostly in UK-produced OSB, said that in the last six months or so, demand had been there, but the price had been very low.<\/p>\n<p>UK and European demand had shown signs of improvement in March, he said, and he felt that Q3 should see an improvement in price and demand for UK suppliers. He said Latvian OSB prices were a lot firmer.<\/p>\n<p>\u201c2024 was a time to survive and the first two quarters of 2025 have still been disappointing, but I am hopeful that Q3 and Q4 2025 will improve,\u201d he said. \u201cEverybody\u2019s margins have been squeezed because they have been going for volume.\u201d<\/p>\n<p>A European manufacturer of OSB agreed that timber and wood-based panels are exempt from Trump\u2019s tariffs [thus far at least], so they shouldn\u2019t affect the plywood and OSB business.<\/p>\n<p>That\u2019s just as well as the spokesman said that 300,000m3 of OSB goes from Latvia to the US and would create a problem if it had to go onto the European market.<\/p>\n<p>He said that demand for OSB had picked up during April and he felt the improvement was likely to continue into Q2.<\/p>\n<p>January was not as good as he\u2019d expected, but February and March had shown some improvement, continuing into April.<\/p>\n<p>\u201cWe are selling everything we make, but prices have been bumbling along the bottom across Europe for the past 12 months. The only way is up, it\u2019s just a question of when.<\/p>\n<p>\u201cAll European manufacturers are putting their prices up and we are likely to see a decrease in volumes coming to the UK, particularly if Germany picks up,\u201d he said.<\/p>\n<p>He anticipates that UK housebuilding will continue to strengthen with the government\u2019s push to build more homes and said that Taylor Wimpey and Countryside Homes have built new capacity for construction of timber frame elements and that all the major housebuilders are following suit.<\/p>\n<p>The spokesman also said that the market for OSB4 is growing in the UK as a heavy-duty board and he added that airtightness in UK new housing, with the impetus for energy-efficient homes, is creating one of the biggest growth sectors.<\/p>\n<p>He concluded by joking that prices will definitely go up, down, or stay the same, indicating the difficulty in predicting the market at this time.<\/p>","protected":false},"excerpt":{"rendered":"<p>This all appears to be part of a \u201cperfect storm\u201d for plywood importers.
