The classification is intended to help EU operators adapt their due diligence obligations accordingly.<\/p>\n<p>However, concerns are mounting over the Commission\u2019s reliance on bibliographic indicators over legal enforcement data. The EUDR requires proof of legality, yet this criterion plays a secondary role in the risk analysis. This is notable given that illegal logging accounts for 15\u201330% of the global timber trade, with an estimated annual value of $51\u2013152 billion.<\/p>\n<p>The list also risks confusion with EU sanctions regimes. Imports from countries under sanctions\u2014including Belarus, Russia, North Korea, and Myanmar\u2014are strictly prohibited. In contrast, imports from high-risk countries are allowed but subject to full due diligence and risk mitigation.<\/p>\n<p>Moreover, key producing countries in West and Central Africa\u2014including Cameroon, C\u00f4te d\u2019Ivoire, Gabon, and the Democratic Republic of Congo\u2014are missing from the assessment. Brazil, a top global exporter of timber and soy, was also not evaluated.<\/p>\n<p>\u201cThis partial assessment undermines the utility of the risk classification tool,\u201d a sustainability analyst told GWMI. \u201cOperators still have to apply full due diligence in many high-volume trade scenarios.\u201d<\/p>\n<p><strong>What does the list mean for operators?<\/strong><\/p>\n<p>For countries classified as low risk, operators benefit from a streamlined process. They must collect supply chain data, including GPS coordinates and proof of legality, and assess the risk of product mixing. However, they are not required to conduct full risk assessments or implement mitigation measures unless new information indicates a potential issue.<\/p>\n<p>In contrast, all countries not assessed or classified as high risk fall under the default standard risk category. In these cases, operators must apply full due diligence: gather documentation, assess risks, and take mitigation steps where needed.<\/p>\n<p><strong>Methodological approach<\/strong><\/p>\n<p>The classification is based on both quantitative and qualitative indicators, including data from the FAO\u2019s Global Forest Resources Assessment, forest governance frameworks, transparency, indigenous rights, and the presence of international sanctions. These parameters are defined in Article 29 of the EUDR.<\/p>\n<p><strong>List highlights<\/strong><\/p>\n<p>Countries classified as low risk span all continents and include most of Europe, Canada, the United States, Australia, and parts of Africa and Asia. In total, more than 100 countries made the low-risk list.<\/p>\n<p><strong>Countries classified as low risk (selected by continent) :<\/strong><\/p>\n<p><strong>According to the\u00a0<\/strong><a href=\"https:\/\/environment.ec.europa.eu\/publications\/commission-implementing-regulation-laying-down-rules-application-deforestation-regulation_en\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>list published\u00a0<\/strong><\/a><strong>by the European Commission:<\/strong><\/p>\n<p><strong>Europe<\/strong><\/p>\n<p>Albania, Andorra, Armenia, Austria, Belgium, Bosnia-Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Moldova, Monaco, Montenegro, Netherlands, Norway, Poland, Portugal, Romania, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine, United Kingdom.<\/p>\n<p><strong>America<\/strong><\/p>\n<p>Antigua and Barbuda, Bahamas, Barbados, Canada, Chile, Costa Rica, Cuba, Dominica, Dominican Republic, Grenada, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, United States, Uruguay.<\/p>\n<p><strong>Africa<\/strong><\/p>\n<p>Algeria, Burundi, Cape Verde, Central African Republic, Comoros, Congo, Egypt, Eswatini, Gabon, Ghana, Kenya, Libya, Lesotho, Madagascar, Mali, Mauritius, Rwanda, Sao Tome and Principe, Seychelles, South Africa, South Sudan, Togo, Tunisia.<\/p>\n<p><strong>Asia<\/strong><\/p>\n<p>Afghanistan, Bahrain, Bangladesh, Bhutan, Brunei, China, India, Iran, Iraq, Israel, Japan, Jordan, Kazakhstan, Kyrgyzstan, Kuwait, Laos, Lebanon, Maldives, Mongolia, Nepal, Oman, Palestine, Philippines, Qatar, Saudi Arabia, Singapore, South Korea, Sri Lanka, Syria, Tajikistan, Thailand, Timor-Leste, Turkmenistan, United Arab Emirates, Uzbekistan, Vietnam, Yemen.<\/p>\n<p><strong>Oceania<\/strong><\/p>\n<p>Australia, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, New Zealand, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu.<\/p>\n<p>Meanwhile, only four countries are classified as high risk:<\/p>\n<p><strong>-Belarus<\/strong><\/p>\n<p><strong>-North Korea<\/strong><\/p>\n<p><strong>-Myanmar<\/strong><\/p>\n<p><strong>-Russian Federation<\/strong><\/p>\n<p>Timber products from these countries are banned from entering the EU market regardless of due diligence outcomes, due to both EUDR provisions and existing sanctions.<\/p>\n<p>All other countries\u2014including Brazil and C\u00f4te d\u2019Ivoire\u2014retain a standard risk status pending further assessment.<\/p>\n<p><strong>Certification remains essential<\/strong><\/p>\n<p>Even for low-risk countries, the Commission recommends favouring certified or audited sources. Certification supports compliance by easing access to legality documentation, ensuring data accuracy through third-party audits, and reducing the risk of product mixing.<\/p>\n<p>\u201cCertification acts as a safeguard in a regulation that otherwise still requires a high level of traceability,\u201d said an EU-based timber importer. \u201cIt\u2019s particularly crucial where supply chains are long and complex.\u201d<\/p>\n<p><strong>Next steps<\/strong><\/p>\n<p>The risk benchmarking list is dynamic and subject to change based on future dialogue between the Commission and partner countries.
