However, the drop has been significantly steeper in the US, allowing EU contractors to maintain a lead despite challenges faced on both sides of the Atlantic. The reasons behind this trend highlight structural differences in investment, digitalisation, and resilience after the 2008 crisis.<\/p>\n<p><strong>Construction lags far behind manufacturing in both regions<\/strong><\/p>\n<p>In manufacturing, productivity has surged: it nearly doubled in the US and increased by about 60% in the EU over the past 25 years. In contrast, labour productivity in construction fell by 25% in the US and 15% in the EU. This means that more construction workers are now required to deliver the same level of output, adding pressure on already stretched labour markets.<\/p>\n<p>This divergence has consequences. Construction output prices in the US have more than tripled since 2000, while in the EU they rose by nearly 250%. Meanwhile, over 30% of EU building firms reported labour shortages in early 2024. In the EU alone, a 20% productivity gain could reduce the need for over 2.5 million workers.<\/p>\n<p><strong>What\u2019s holding productivity back in construction?<\/strong><\/p>\n<p>Unlike manufacturing, construction is site-specific, tied to varying local conditions, regulations, and designs. Buildings are often customised, with designs passed from architects to contractors, limiting opportunities for standardisation or economies of scale. The sector also struggles with volatility: demand swings make it difficult for firms to justify investment in machinery or technology that might sit idle during downturns.<\/p>\n<p>This structure leads to a continued reliance on manual labour, discouraging investment in capital goods and advanced technology. Firms tend to avoid the risks of heavy fixed costs, especially in markets where it\u2019s difficult to shift operations or manage workloads across borders.<\/p>\n<p><strong>Why has the US fallen further behind?<\/strong><\/p>\n<p>The gap between the EU and the US has widened in part due to the deeper and longer-lasting decline in construction activity in the US. As of 2024, output in the US construction sector remains 8.4% below 2000 levels, compared to a 4.8% drop in the EU. Lower output tends to create overcapacity, reduce investment, and shrink productivity.<\/p>\n<p>Capital investment also lags. US contractors have consistently reinvested a smaller share of value added \u2013 around 6% since 2000 \u2013 compared to 11% in the EU. This impacts the adoption of industrial methods and technologies, including robots and digital tools.<\/p>\n<p>Data shows that the US uses fewer construction robots (0.6 per 10,000 workers) than the EU (1.5 per 10,000). Although both figures are very low relative to manufacturing (which often exceeds 200 robots per 10,000 workers), it illustrates broader investment patterns. Digitalisation also progresses more slowly in the US. Software investment per construction worker rose just 44% between 2000 and 2022, compared to nearly 100% in several European countries.<\/p>\n<p><strong>Subsector composition also plays a role<\/strong><\/p>\n<p>Interestingly, specialised construction and civil engineering \u2013 both of which are harder to industrialise \u2013 have gained market share more quickly in the EU. This might suggest that EU productivity is performing even better than it appears, given the rising weight of labour-intensive subsectors in the bloc\u2019s total output.<\/p>\n<p><strong>Timber construction offers an industrialisation pathway<\/strong><\/p>\n<p>One of the areas where the EU has made visible progress is timber construction. Engineered wood products such as cross-laminated timber (CLT) and glulam enable large-scale prefabrication, shorter on-site build times, and reduced labour requirements. These systems lend themselves well to industrialised processes, especially in low- to mid-rise residential and commercial construction.<\/p>\n<p>Timber elements can be manufactured in factories under controlled conditions, improving precision and reducing waste. Combined with digital tools like BIM (Building Information Modelling), they allow for better coordination between designers, engineers, and contractors \u2013 helping avoid errors and delays during execution. While still a niche segment, timber construction is expanding in countries such as Austria, Germany, and the Nordics, and is increasingly seen as a scalable solution to boost productivity and meet climate goals.<\/p>\n<p><strong>What could help?<\/strong><\/p>\n<p>To address productivity gaps, the focus must shift toward industrialisation and digitalisation. Pre-fabrication \u2013 including timber-based systems \u2013 can speed up work and reduce reliance on manual labour. Digital tools can also streamline information sharing across subcontractors and teams, reducing coordination errors and unnecessary delays.<\/p>\n<p>Even small productivity gains would ease labour shortages and help contain construction costs, especially at a time when ageing workforces and immigration controls further limit available labour.
