According to the National Debt Register (KRD), unpaid debts of companies in the sector now exceed PLN 100 million (approx. EUR 23 million), with the situation having worsened especially in recent months. “In recent years, the industry's debts were at their lowest in July 2022, when they stood at PLN 68 million (approx. EUR 15.6 million). After that, they fluctuated, but since the beginning of 2025 they have only been increasing,” reports KRD.

Government plans to restrict access to wood could reduce total output of the wood, furniture, and paper industries by almost PLN 28 billion (approx. EUR 6.3 billion) and raise wood prices by 15–20%.

Production is shrinking, debt is rising

Production in the sector has been declining for two years. According to B+R Studio, a consultancy specializing in the wood and furniture industry, if the value of sold production of wooden products, cork, straw and wicker amounted to PLN 70.3 billion (approx. EUR 15.9 billion) in 2022, it dropped to PLN 58.3 billion (approx. EUR 13.2 billion) in 2023, and to PLN 53.9 billion (approx. EUR 12.2 billion) in 2024. Exports have fallen from €7.1 billion in 2022 to under €5.6 billion last year. Profitability has also significantly dropped. For example:

Veneers and wood-based panels: from 7.9% (2023) to 4% (2024)

Wooden packaging: from 8.9% to 3.4%

Cork, straw, and weaving materials: from 7.6% to 1.5%

Finished wooden flooring panels: from 6.3% to –2.5%

Soaring costs are choking the industry

The sector is weakening due to higher energy and labor costs, and also because of more competitive wood prices in other European countries, which makes Polish production less attractive. Many Polish wooden house producers import wood, so the domestic industry cannot improve margins by raising prices. According to Tomasz Wiktorski, managing director and owner of B+R Studio, while furniture manufacturers can still use design or quality to justify price increases, producers of components lack such flexibility. “They can no longer raise product value,” Wiktorski says.

Falling wood availability adds pressure

The problems are expected to worsen as wood availability declines. This results from harvesting restrictions introduced at the beginning of 2024 by the Ministry of Climate and Environment, which affected 1.3% of state forests. “No one consulted this with the industry, the scientific community, local governments, or residents. No one considered the economic and social consequences,” says Piotr Garstka, Director of the Polish Chamber of Commerce for the Wood Industry (PIGPD).

Producers are losing – some will exit the market

According to the Chamber’s research, restrictions on wood access will negatively impact Poland's economy. The government even plans to exclude up to 20% of forests from use in the future. If implemented, production in the wood, furniture, and paper industries would drop by PLN 7 billion (approx. EUR 1.6 billion), PLN 8 billion (approx. EUR 1.8 billion), and PLN 12.7 billion (approx. EUR 2.9 billion), respectively, leading to total annual losses of PLN 27.7 billion (approx. EUR 6.3 billion) for industries reliant on wood supply. “About 70,000 jobs in the three sectors may be lost. Some of the 173,000 businesses will close, and all will suffer losses. Domestic prices for wood products may rise by 15 to 20%,” Garstka warns.

Supply offers for 2025 raise concerns

The analysis of State Forests’ wood sales offers for H1 and H2 2025 highlights worrying trends for the future of Poland’s wood sector. A major concern is the drop in availability of large-dimension wood – a key raw material for sawmills. For H2, the supply of oak and pine wood – essential for sawmill production – has been significantly reduced. Oak wood availability will fall by 16%, from 99,200 m³ in H1 2025 to just 82,600 m³ in H2. The steepest drop comes from forests managed by the Regional Directorate of State Forests in Wrocław, where oak harvesting fell by a third – a direct result of restrictions in surrounding forests.

Worst situation in Podkarpacie and Podlasie

According to PIGPD estimates, a decline in wood availability by just 65,000 m³ could leave around 4–5 mid-sized sawmills without sufficient raw material, threatening the jobs of approximately 270 employees. This could lead to the closure of these plants, impacting not only owners but also local communities. According to B+R Studio, employment in the wood sector stood at 89,000 in December 2024 – 1,000 fewer than the previous month. At the beginning of 2023, it was still around 97,000.

The condition of Poland’s wood industry is deteriorating rapidly.
