As always, the implementation of the EU Regulation for Deforestation-Free Supply Chains (EUDR) remained a hot topic during the department meetings and roundtable sessions. The annual timber trade meeting in Bremen kicked off once again with the department meetings. The experts from the overseas timber sector focused on collaboration with customs offices and held lively discussions with Dr. Carsten Weerth and Andreas Heuer from the Bremen Customs Office, who, in turn, gained insights on topics such as the EUDR and offered valuable tips.<span id=\"more-38106\"><\/span><\/p>\n<p class=\"\" data-start=\"1209\" data-end=\"1234\"><strong data-start=\"1209\" data-end=\"1234\">Mixed overseas market<\/strong><\/p>\n<p class=\"\" data-start=\"1236\" data-end=\"2242\">Jan P. Merten began by analyzing the past few months from the department's perspective, during which the relevant markets had unfortunately moved downwards. Plywood, with stable import figures, was the most positive segment, while non-tropical hardwood lumber saw losses. During the market discussions, participants addressed their areas of expertise. It was noted that large projects in many areas are the main driver, while small-scale demand is declining. Nevertheless, optimism remained, with hopes for strong business at the start of the gardening season, eventually from the construction industry as well. It was also pointed out that despite the daily worries\u2014be it small order sizes, export stoppages due to missing documents for Cumar\u00fa or Ip\u00e9, or lack of new orders for barn construction\u2014everything usually turns out fine in the end. One participant emphasized that if the job of timber importer and exporter were too easy, members of the department would have to worry even more about their jobs.<\/p>\n<p class=\"\" data-start=\"2244\" data-end=\"2279\"><strong data-start=\"2244\" data-end=\"2279\">Customs tips and clarification<\/strong><\/p>\n<p class=\"\" data-start=\"2281\" data-end=\"3928\">External guests Dr. Carsten Weerth and Andreas Heuer from the Bremen Customs Office responded to questions and critiques from the department. Both emphasized that customs is ultimately only responsible for implementing the regulations and, unfortunately, cannot hope for additional personnel despite increasing control demands. Nevertheless, the experts offered practical recommendations. For instance, they informed the interested importers about the shipping procedure, where goods arriving at a heavily congested port can be sent directly to another internal German port, allowing customs procedures to take place there, often more quickly. To expedite customs procedures at customs warehouses, they recommended early customs registration, which serves as an intention declaration and can be completed while the goods are still en route, thereby speeding up bureaucratic processes after arrival. These options were notably mentally noted by several participants. The idea of establishing a customs warehouse within the company garnered less approval but was still seen as helpful for some. However, most attendees were particularly interested when the topic of the letter procedure was mentioned. This procedure is applicable for both imports and exports and is in compliance with EUDR requirements. The only exceptions are CITES-relevant shipments, which cannot benefit from this procedure. In principle, the letter procedure allows for the consolidation of various customs activities on a monthly basis, significantly reducing the workload. Registration in the applicant's bookkeeping requires prior approval from the relevant customs office.<\/p>\n<p class=\"\" data-start=\"5302\" data-end=\"5344\"><strong data-start=\"5302\" data-end=\"5344\">Tropical timber also saves climate<\/strong><\/p>\n<p class=\"\" data-start=\"5346\" data-end=\"6155\">Florian Zeller from the corresponding working group reported progress on the status of strength grading for tropical timber. The working group was formed to provide architects and structural engineers with reliable values for outdoor use. It was emphasized that suitable woods like visually sorted Bangkirai should no longer be prohibited from use in terrace construction, while less durable spruce wood is allowed. The corresponding grading manual with seven alternative timber species, as well as training for regrading within companies, is expected to be available by the end of 2025. \"The timber trade needs answers to questions about strength in tenders,\" Zeller stated and referred to the efforts of GD Holz to consciously integrate tropical timber into the \"Wood Saves the Climate\" industry initiative.<\/p>\n<p class=\"\" data-start=\"6157\" data-end=\"6206\"><strong data-start=\"6157\" data-end=\"6206\">IT expert recommends an analog emergency plan<\/strong><\/p>\n<p class=\"\" data-start=\"6208\" data-end=\"6894\">The three roundtable sessions gave participants plenty of time and space to explore various topics further. Thorsten Hinrichs from BMEL, Dr. Carsten Weerth, Andreas Heuer, and GD Holz EUDR expert Franz-Xaver Kraft answered additional questions about the EUDR. Matthias B\u00f6hm (Lampe &amp; Schwartze) provided information on insurance options. GD Holz Managing Director Thomas Goebel gave insights into the economic situation and demographic developments. Manuel B\u00f6rgers from MBA Media demonstrated how companies can succeed in presenting themselves on social media, while DHWR Managing Director Dr. Denny Ohnesorge encouraged attendees to participate in the \"Wood Saves the Climate\" campaign.<\/p>\n<p class=\"\" data-start=\"6896\" data-end=\"7785\">Carsten John (L&amp;S Risk Management) addressed the risks posed by IT security gaps and focused on recommending an \"emergency plan\" for when the worst-case scenario occurs. He outlined the necessary measures as \"working like in the old days\" and encouraged participants to be prepared for an analog emergency operation for about three weeks. This includes having phone lists for the most important regular customers and printed delivery notes and invoices. Regular data backups are also crucial, as well as network segmentation. If an older machine is used, which makes modern IT security measures more difficult, it is advisable not to keep it permanently connected to the network but only when remote maintenance is necessary. He also warned against the current trend of receiving emails that deceptively appear to be from HR departments, asking for new account details for salary payments.<\/p>\n<p class=\"\" data-start=\"7787\" data-end=\"7833\"><strong data-start=\"7787\" data-end=\"7833\">Antidumping measures should not go to far<\/strong><\/p>\n<p class=\"\" data-start=\"7835\" data-end=\"9078\">Currently, three antidumping procedures are pending in the EU relevant to timber imports: against multilayer parquet and hardwood plywood from China and the procedure against softwood plywood from Brazil. The planned procedures will have a significant impact on calculations in foreign trade if they are implemented as announced. The balancing act here is challenging: on one hand, European manufacturers need protection from unfair competition due to dumped imports, but on the other hand, import duties harm not only the importer but especially the downstream value chain, which includes the currently struggling construction industry, and ultimately the end consumer. Thomas Goebel, Managing Director of the GD Holz, commented in Bremen: \"The EU\u2019s antidumping measures in the timber sector highlight the fierce international competition, but they must not lead to higher costs for construction in Germany due to price effects. Moreover, there is not enough production capacity in the domestic market for plywood to meet demand\u2014Germany is a clear net importer of plywood. Therefore, economic prudence is required to determine whether the planned measures, especially for plywood, are in the interest of the domestic market and the consumer.\"<\/p>\n<p class=\"\" data-start=\"9080\" data-end=\"9124\"><strong data-start=\"9080\" data-end=\"9124\">Trade contracts instead of protectionism<\/strong><\/p>\n<p class=\"\" data-start=\"9126\" data-end=\"10435\">At the conclusion of the official program, Prof. Dr. Dr. h.c. Lars P. Feld, Director of the Walter Eucken Institute, painted a picture of post-election Germany in the context of economic policy. He described the prevailing uncertainty, as the U.S., long a protective power, is stepping back, leading to calls for rapid military rearmament in Europe. He emphasized that the goal is not just to acquire as many powerful weapons as possible, but to achieve optimal strategic sovereignty\u2014especially in nuclear weapons\u2014to achieve the desired deterrent effect. Unlike the previously favored \"massive\" response, the option for a \"graduated, differentiated\" response with much lower explosive power is now more important. Europe is not equipped for this. It must also be determined who produces and acquires these weapons. Autarky is the goal. This could further distance Europe from the U.S. At least in terms of arms production and distribution, current developments and decisions might weaken the economically dominant multilateralism, globalization, and voluntary exchange for mutual benefit, in favor of nationalism, protectionism\u2014as seen in the current customs activities\u2014and moralism, which would prevent value generation for both sides. Therefore, a stimulus to the economy from exports is unlikely this year.<\/p>\n<p class=\"\" data-start=\"10437\" data-end=\"11098\">Germany\u2019s stagnating to stagflationary state is no relief. The struggling industry, whose high share had been an advantage just a few years ago, has not been able to offset the positive development of the service sector. Unemployment is also rising, particularly the number of long-term unemployed. Feld explained that a supply-side economic policy could offer a solution. Large German companies are investing abroad to avoid high taxes, energy and labor costs, regulatory burdens, and deteriorating infrastructure\u2014except in terms of science. \"Debt is an element of resilience that radiates security,\" Feld remarked, provided the money is used for that purpose.<\/p>\n<p class=\"\" data-start=\"11100\" data-end=\"11747\">The economic expert did not advise the new government to resort to excessive debt or subsidies but instead recommended deregulation, such as in building law and data protection, to give digitalization a chance. Feld also stated that excessive regulations by individual states on climate protection through CO2 reduction are ineffective without an internationally coordinated CO2 price. He suggested looking to Switzerland, which is better positioned in various areas, such as wage costs and working hours regulation.
