{"id":88803,"date":"2025-04-30T06:01:40","date_gmt":"2025-04-30T06:01:40","guid":{"rendered":"https:\/\/tin.happy-projects.ro\/eu-eases-eudr-rules-aims-to-cut-admin-burden-by-30\/"},"modified":"2025-09-19T09:04:09","modified_gmt":"2025-09-19T09:04:09","slug":"eu-eases-eudr-rules-aims-to-cut-admin-burden-by-30","status":"publish","type":"post","link":"https:\/\/www.timberindustrynews.com\/ro\/eu-eases-eudr-rules-aims-to-cut-admin-burden-by-30\/","title":{"rendered":"EU eases EUDR rules, aims to cut admin burden by 30%"},"content":{"rendered":"<p class=\"\" data-start=\"279\" data-end=\"527\"><span id=\"more-38053\"><\/span>The European Commission has released a new package of documents aimed at simplifying the implementation of the EU Deforestation Regulation (EUDR) and reducing the administrative burden on companies by an estimated 30%.<\/p>\n<p class=\"\" data-start=\"529\" data-end=\"804\">On 15 April, the Commission published the <strong data-start=\"571\" data-end=\"601\">fourth edition of its FAQs<\/strong>\u2014now expanded to 80 pages\u2014alongside an updated <strong data-start=\"648\" data-end=\"669\">guidance document<\/strong> and a <strong data-start=\"676\" data-end=\"699\">draft Delegated Act<\/strong> to amend Annex I of the regulation. The proposed Delegated Act is open for public feedback until 13 May.<\/p>\n<p class=\"\" data-start=\"806\" data-end=\"1155\">According to the Commission, these changes are designed to ensure \u201csimple, fair, and cost-effective\u201d implementation of the EUDR, which is due to take effect later this year. The simplification efforts are a response to sustained criticism from businesses, industry associations, and EU Member States about the law\u2019s complexity and legal uncertainty.<\/p>\n<p class=\"\" data-start=\"1157\" data-end=\"1188\">Among the most notable updates:<\/p>\n<p class=\"\" data-start=\"1191\" data-end=\"1383\"><strong data-start=\"1191\" data-end=\"1228\">-Reuse of due diligence statements<\/strong>: Large companies will be able to reuse existing statements when re-importing goods previously placed on the EU market, reducing duplication in data entry.<\/p>\n<p class=\"\" data-start=\"1386\" data-end=\"1521\"><strong data-start=\"1386\" data-end=\"1413\">-Group-level submissions<\/strong>: An authorised representative may now file due diligence declarations on behalf of corporate group members.<\/p>\n<p class=\"\" data-start=\"1524\" data-end=\"1670\"><strong data-start=\"1524\" data-end=\"1550\">-Batch-level exemptions<\/strong>: Businesses will be permitted to submit due diligence statements once, rather than for every shipment or product batch.<\/p>\n<p class=\"\" data-start=\"1673\" data-end=\"1907\"><strong data-start=\"1673\" data-end=\"1716\">-Streamlined obligations for large firms<\/strong>: Clarification on what constitutes \u201cascertaining\u201d due diligence enables companies to refer to supplier documentation using reference numbers, easing compliance further down the supply chain.<\/p>\n<p class=\"\" data-start=\"1909\" data-end=\"2196\">While these measures are expected to lessen the volume of documentation required, industry groups remain cautious. According to an initial assessment by the Austrian Wood Industry Association, the clarifications fall short of creating the legal certainty needed for practical compliance.<\/p>\n<p class=\"\" data-start=\"2198\" data-end=\"2458\">\u201cThe mounting volume of non-binding guidelines and FAQs increases legal ambiguity and the risk of litigation,\u201d the association said, warning that the guidance documents could prompt lawsuits targeting individual companies or member state enforcement practices.<\/p>\n<p class=\"\" data-start=\"2460\" data-end=\"2778\">The industry continues to call for a full revision or repeal of the regulation as part of the EU\u2019s broader <strong data-start=\"2567\" data-end=\"2590\">\u201cOmnibus procedure\u201d<\/strong> for reducing bureaucratic burdens. Critics argue that despite the good intentions behind the EUDR, its implementation brings disproportionate costs relative to its environmental benefits.<\/p>\n<p class=\"\" data-start=\"2780\" data-end=\"2870\">The draft Delegated Act also <strong data-start=\"2809\" data-end=\"2847\">exempts several product categories<\/strong> from the EUDR\u2019s scope:<\/p>\n<p class=\"\" data-start=\"2873\" data-end=\"2943\">-Furniture made from non-relevant raw materials (e.g. rattan or bamboo)<\/p>\n<p class=\"\" data-start=\"2946\" data-end=\"3043\">-Waste under Article 3(1) of Directive 2008\/98\/EC, second-hand goods, and previously used products<\/p>\n<p class=\"\" data-start=\"3046\" data-end=\"3085\">-Product samples for testing or analysis<\/p>\n<p class=\"\" data-start=\"3088\" data-end=\"3240\">-Packaging materials used for product protection, including reused materials like pallets, even if they re-enter the market without a protective function<\/p>\n<p class=\"\" data-start=\"3242\" data-end=\"3342\">-Translations of the updated guidance will be made available in all EU languages in the coming weeks.<\/p>\n<p class=\"\" data-start=\"3344\" data-end=\"3577\">A separate <strong data-start=\"3355\" data-end=\"3386\">country benchmarking system<\/strong>, intended to streamline due diligence obligations based on risk levels, is also in development. The Commission expects to adopt it by 30 June 2025 following consultations with Member States.<\/p>\n<p class=\"\" data-start=\"3579\" data-end=\"3894\">Despite criticism, the Commission maintains that the EUDR is already making progress in preventing deforestation and promoting sustainable value chains. Over \u20ac86 million has been mobilised through the <strong data-start=\"3780\" data-end=\"3841\">Team Europe Initiative on Deforestation-Free Value Chains<\/strong> to help partner countries comply with the new rules.<\/p>\n<p class=\"\" data-start=\"3896\" data-end=\"4175\">\u201cWe are committed to implementing EU rules on deforestation in a spirit of close partnership, transparency, and open dialogue,\u201d said Environment Commissioner Jessika Roswall. \u201cOur aim is to reduce administrative burden for companies while preserving the goals of the regulation.\u201d<\/p>","protected":false},"excerpt":{"rendered":"<p>The European Commission has released a new package of documents aimed at simplifying the implementation of the EU Deforestation Regulation (EUDR) and reducing the administrative burden on companies by an estimated 30%.
