The increases are largely driven by high raw material costs, labor shortages, and logistical difficulties exacerbated by disruptions to the state\u2019s timber tracking system, FGIS LK.<\/p>\n<p class=\"\" data-start=\"996\" data-end=\"1239\">In parallel, domestic demand is weakening. Housing completions in January fell 10% year-on-year, continuing a four-month decline. The construction slowdown is compounding concerns over elevated input costs and increasing pressure on exporters.<\/p>\n<p class=\"\" data-start=\"1241\" data-end=\"1588\">Freight rates have also surged. Over the past year, rail delivery costs for lumber climbed 16% to China, 18% to Uzbekistan, and 7% to Japan's export terminals. New regulations\u2014mandating the installation of ERA-GLONASS tracking systems and restricting self-employed transporters\u2014are expected to push logistics costs even higher in March and beyond.<\/p>\n<p class=\"\" data-start=\"1590\" data-end=\"1833\">Still, some transport companies began cutting rates in February, anticipating a possible market shift if sanctions ease and Western buyers return. Russia has lost more than 30% of its timber export market since the start of the war in Ukraine.<\/p>\n<p class=\"\" data-start=\"1835\" data-end=\"2302\">Meanwhile, the Kremlin is also dealing with fallout from an oil spill in the Kerch Strait. Deputy Prime Minister Vitaly Savelyev said nearly 1,500 tonnes of oil-fuel mix had been recovered from the Volgoneft-239 tanker wreck, while efforts are underway to contain remaining spillage from three submerged tanker sections.
