According to the latest market report published by the Swedish Forest Industries Federation (Skogsindustrierna), the sector has had a more difficult start to 2025 than previously anticipated.

Deliveries of wood products to Sweden’s construction sector have dropped to levels not seen since the 1990s crisis. Despite early hopes for a recovery during the spring building season, domestic demand has remained subdued, while rising costs continue to strain profitability across the value chain—from sawmills to pulp and paper producers.

“Deliveries of wood products to the Swedish construction sector have reached levels comparable to the 1990s crisis. Combined with high costs and raw material competition, this is putting serious strain on the wood industry. The hope now lies with interest rate cuts and a temporarily increased ROT tax deduction to trigger a recovery in the Swedish market,” said Christian Nielsen, wood product market analyst at the Swedish Forest Industries Federation.

The report highlights that 2024 saw a collapse in Swedish demand not witnessed in decades. However, unexpectedly strong export demand from Europe—particularly during the second half of the year—helped offset the losses, allowing annual production to remain stable compared to 2023. This export resilience, however, may be tested in 2025 as the Swedish krona shows signs of strengthening, potentially eroding competitiveness against other European producers.

Trade tensions and currency concerns

The global trade environment has further complicated the outlook. Although the United States is not currently the primary source of concern, the Swedish forest industry remains vulnerable to the wider effects of the ongoing trade war. As one of the world’s largest exporters of pulp, paper, and wood products, Sweden’s industry is highly exposed to geopolitical and economic shifts.

“The recent volatility in trade policy is casting a shadow over Swedish pulp and paper producers, who export 90 percent of their output. If the trade war escalates, it could cause significant disruptions to global trade flows and product allocation. The full consequences are hard to predict, but the potential impacts are very large,” said Charlotte Dickens, pulp and paper market analyst at the Swedish Forest Industries Federation.

In the United States, lumber prices surged in early April ahead of a tariff announcement by former President Donald Trump, reflecting market fears of renewed trade restrictions against Canada. Although prices corrected following the decision, the situation remains fluid. Trump’s 90-day pause on global tariffs has provided temporary relief, but the market continues to monitor the implications of a special investigation into the strategic importance of the U.S. lumber market—an investigation expected to conclude by November 2025.

Short-term uncertainty, long-term potential

The earlier optimism about a global recovery and a rebound in the construction sector has faded, replaced by greater hesitation and a growing sense of uncertainty. For now, the industry’s focus lies on key indicators such as exchange rates, cost levels in competing European countries, and interest rate developments.

Still, the report from the Swedish Forest Industries Federation (Skogsindustrierna) sees potential beyond the current economic cycle. Long-term trends point to rising global demand and tightening supply from other major forest nations over a 5–20-year horizon. The recent developments have raised questions about how long the downturn may last and whether conditions could deteriorate further before improving.

Amid these challenges, wood products have also been recognized as strategically important for national security—an acknowledgment that could work in Sweden’s favor in both the European and global context.

The Swedish forest industry is under significant pressure due to a combination of high costs, weak domestic demand, and global trade uncertainty.
