Based on the findings, the Department intends to impose a 14.38% countervailing duty on top of existing anti-dumping duties. As a result, the total duty on Canadian softwood lumber entering the U.S. is projected to reach 34.45% in 2023.

Industry leaders say the consequences are already visible

Ian Dunn, CEO of the Ontario Forest Industries Association, voiced deep concern. “Even in the current trade environment, given the tariffs we have experienced historically, we have witnessed many companies cutting operations, closing factories, reducing shifts and laying off employees,” he said. According to Dunn, this marks the fifth round in the ongoing lumber dispute since 2017, with the Canadian sector continually under pressure.

The U.S. has long argued that Canadian softwood producers benefit from unfair subsidies, citing provincial forest management systems and low stumpage fees. Although the 2006 Canada-U.S. Softwood Lumber Agreement temporarily calmed tensions, the U.S. resumed imposing duties in 2017 and has raised them through successive trade reviews. Canada’s position has remained largely reactive.

Dunn noted that Canada has attempted to challenge the tariffs through both the World Trade Organization (WTO) and the United States-Mexico-Canada Agreement (CUSMA), but with limited success. WTO rulings have lacked enforcement power, while the CUSMA dispute resolution process has stalled due to U.S. obstruction. “The U.S. Department of Commerce abuses anti-dumping and countervailing measures, ignoring international rules,” Dunn said. “This behavior seriously undermines the authority of the multilateral trading system.”

The fallout is significant

In Canada, tariffs have pushed up export costs and squeezed company profit margins. The closure of Canfor’s mill and the loss of 500 jobs are only the visible symptoms. Dozens of small and medium-sized businesses are now facing critical liquidity issues and potential shutdowns.

In the United States, the consequences are also material. Canadian lumber supplies around 30% of U.S. domestic demand. The steep duties could drive up lumber prices, further increasing construction costs and adding strain to the already pressured housing market. Ultimately, these costs are expected to be passed on to consumers.

In the short term, tensions over softwood lumber are expected to intensify, with Canada’s industry bracing for continued hardship. Over the longer term, however, rising lumber prices in the U.S. could prompt backlash from builders and consumers, potentially leading to political pressure for policy changes.

Meanwhile, the ripple effects across the global supply chain are already being felt. Canadian producers may pivot to other markets such as Asia, but analysts say any shift would take time and likely fall short of replacing lost U.S. market share.

The U.S. Department of Commerce plans to raise tariffs on Canadian softwood lumber to 34% this fall, marking the latest escalation in the decades-long trade dispute between the two countries.
