The IFO Institute has modeled reciprocal tariffs, in other words, if the US were to increase tariffs on products by the amount its trading partners charge on corresponding US products. If the EU takes no countermeasures, German exports would fall by 2.4%. "This would probably affect more than half of all German exports to the US," says IFO trade expert Lysandra Flach.

“However, the impact of mutual tariffs on Germany would be significantly smaller than with a general increase in US tariffs of 20%, ” says Flaha. This is because the tariff difference between the US and the EU is relatively small – 0.5%. According to previous simulations by the IFO Institute, German exports to the US would fall by around 15% if the US imposed tariffs of 60% on China and 20% on the rest of the world (including the EU).

Regardless of the economic consequences, Flaha sees the US president's new tariff policy as highly problematic: "The planned tariff hike marks a turning point and is a frontal attack on the rules-based global economic order. In practice, it undermines almost 80 years of multilateralism," says the IFO expert.

If the EU were to negotiate a mutually equal reduction in tariffs, the simulations suggest that this would have a positive impact. “If the EU were to negotiate fully reciprocal tariffs with the US and Trump were to agree to reduce tariffs accordingly, Germany’s added value would increase,” Flaha says. “Our findings highlight the important role of negotiations in preventing the harmful effects of a trade war.”

The calculations are based on the IFO trade model, which takes into account tariffs and non-tariff barriers. It covers more than 141 countries and 65 economic sectors, accounting for more than 90% of global value added. The simulations use comprehensive customs information at the product level to calculate tariff differences between the United States and its trading partners.

President Donald Trump’s new tariffs would reduce German exports to the US by less than 3%.
