The move, aimed at addressing what the administration sees as unfair trade practices, is expected to have significant global economic implications.

During an event at the White House on Wednesday, Trump framed the tariffs as a necessary response to decades of economic policies that he argues have disadvantaged American industries. The baseline 10% tariff will take effect on April 5, with additional tariffs on certain trading partners set to follow on April 9.

Higher tariffs for select countries in Annex 1

While all imports will be subject to the baseline tariff, approximately 60 countries will face steeper duties. According to the administration, these nations either impose higher tariffs on U.S. exports or maintain trade barriers deemed harmful to American businesses. A full list of these countries with specific tariffs is available in annex 1 of the declaration

Annex I

Key tariff increases include:

-European Union: 20%

-China: 34%

-Vietnam: 46%

-Thailand: 36%

-Japan: 24%

-Cambodia: 49%

-South Africa: 30%

-Indonesia 32%

Canada and Mexico are not included in the latest tariff announcement. Instead, the administration stated that trade measures related to these countries will continue under existing policies, which have already imposed tariffs on select imports due to broader economic and security concerns.

The executive order and further comments from the administration indicate that the countries subject to tariffs higher then 10% could negotiate downwards their tariffs if they made adjustments to their own barriers to US imports. It therefore looks like the goal of the administration is to use this as a tool to reduce barriers to US exports to these countries and reduce trade deficits with especially Asian countries.

Interaction with other tariffs

The tariffs above are on top of existing tariffs. In the case of imports of Chinese goods into the US for exemple, they will be subject to the above 34% tariff on top of the existing 20 percent IEEPA (fentanyl-related) tariff, plus any applicable Section 301 duties and AD/CVD duties. Certain wooden furniture items will for exemple reach tariffs above 79%.

Starting date of tariffs

Tariffs will apply to all goods loaded after April 5th 12 AM EST for countries subject to the 10% reciprocal tariffs and April 9th 12AM EST for countries subject to higher tariffs and included in Annex 1.

Lumber, wooden panels and other wood products excluded from reciprocal tariffs

This is the most important part of the document for our industry. Annex II details all products which are excluded from the reciprocal tariffs.

Included in this list are most 44 HS codes and therefore rough and surfaced lumber, plywood, MDF and other wood based panels, blockboards, etc.

But our analysis is that this is in fact more a matter of concern because these products are grouped together with automobiles, pharamaceutical, energy, and semi conductors into strategic products which are included in a separate investigation and as stated on the executive order signed last night "may become subject to future Section 232 tariffs". As we understand it these products are seen by the Trump administration as part of products groups which they wish to permanently bring back to the US and are going to be subject to special (= higher duties) moving forward.

Impact of tariffs on wooden furniture and flooring production

These products contrary to some perceptions are subject to the reciprocal tariffs. The tariffs are extremely steep on China and Vietnam which produce most of the wooden furniture sold in the US. They could be negotiated downwards moving forward and we expect the administration to prioritise negotiations with Vietnam which should be easier.

But this also opens up opportunities for exporters out of Brazil, Chile, Argentina or other South American countries (subject to the 10% reciprocal tariffs) and in Asia for the Philippines (18%). We therefore see an opening for these countries to capture part of the wooden furniture production base in China.

President Donald Trump has announced sweeping new tariffs on imports, setting a baseline rate of 10% on goods from all countries while imposing higher reciprocal tariffs on select nations.
