The project, originally approved in 2018, was set to receive €395 million in subsidies and would have powered up to 24,000 homes.

The Netherlands remains the European Union’s largest importer of wood pellets for industrial energy production. In 2023, the country imported 2.3 million metric tons of pellets, with nearly half coming from the United States. Denmark and Italy followed as the second- and third-largest importers. The Dutch government has gradually shifted its stance on biomass subsidies, terminating new subsidies for biomass power plants in December 2022. However, long-term subsidy agreements remain in place for existing plants, ensuring continued demand for industrial pellets.

The Dutch energy sector continues to integrate biomass into its energy mix, with around 200 biomass plants already in operation. While Vattenfall has scrapped its latest project, other major energy producers, such as RWE, are expanding their pellet consumption. RWE has announced plans to increase its wood pellet usage from 3.5 million metric tons to 7.5 million metric tons in the coming years.

Despite policy uncertainties, the global forest biomass industry is projected to expand. According to the International Energy Agency, supply and demand for industrial wood pellets are expected to increase through 2030, driven by energy security concerns and the push for lower-carbon alternatives to fossil fuels. In response to environmental concerns, EU policymakers are exploring Bioenergy with Carbon Capture and Storage (BECCS) to offset emissions from biomass energy, though the technology remains largely unproven at scale.

For pellet producers, the cancellation of the Vattenfall plant does not indicate an immediate drop in demand. Existing biomass facilities in the Netherlands continue to require substantial pellet imports, and potential policy shifts in other European markets could further shape the industry’s outlook in the coming years.

Vattenfall, the Netherlands’ third-largest energy producer, has announced the cancellation of its planned 120-megawatt wood pellet-burning power plant near Amsterdam.
