According to the Commission, EU sanctions prohibit the purchase, import, or transfer of plywood and other wood products originating from or exported by Russia or Belarus. This includes services related to brokering, logistics, and warehousing.<\/p>\n<p data-start=\"690\" data-end=\"1093\">The alert also highlighted concerns that Russian and Belarusian producers are using third-party companies to repackage and relabel their plywood in order to bypass sanctions. These companies often attempt to conceal the true origin of the goods by issuing false or misleading documents, such as invoices, certificates of origin, proof of harvest location, and third-party certifications like eco-labels.<\/p>\n<p data-start=\"1095\" data-end=\"1185\">Several \"red flags\" were identified by the Commission as signs of potential circumvention:<\/p>\n<ul data-start=\"1187\" data-end=\"1578\">\n<li data-start=\"1187\" data-end=\"1216\">Birch plywood in particular<\/li>\n<li data-start=\"1217\" data-end=\"1446\">Producers or exporters based in countries like China, Kazakhstan, T\u00fcrkiye, or other nations with trade links to Russia or Belarus, particularly if those countries have recently seen a sharp increase in plywood exports to the EU<\/li>\n<li data-start=\"1447\" data-end=\"1535\">Processing operations that appear economically unjustified or unusual logistics routes<\/li>\n<li data-start=\"1536\" data-end=\"1578\">Inconsistent or suspicious documentation<\/li>\n<\/ul>\n<p data-start=\"1580\" data-end=\"2044\">The Commission also emphasized that EU operators\u2014whether individuals or companies\u2014are legally responsible for adhering to sanctions, and they cannot escape liability, even if the violation was unintentional or due to negligence. Failure to perform due diligence may lead to administrative penalties, criminal charges, and reputational damage. Voluntary self-disclosure may mitigate penalties, but companies involved in the supply chain may still face EU sanctions.<\/p>\n<p data-start=\"2046\" data-end=\"2409\">Additionally, the Commission noted that illicit plywood imports are being investigated for customs fraud. Since 2021, Russian birch plywood has been subject to anti-dumping duties upon entry into the EU, and these measures were extended in 2024 to plywood from Kazakhstan and T\u00fcrkiye.
