These duties will rise from 7,66% to 20,07% on top of which countervailing duties of 6,74% will be applied bringing the total amount of duties close to 30%.<\/p>\n<p>Unlike the 25% blanket tariffs on Canadian imports to the US, now delayed, which appear to be a negotiating tool the anti dumping duties and countervailing duties are there to stay. They are part of a core strategic goal of the administration which is to raise the US production of lumber to satisfy domestic needs.<\/p>\n<p>The administration published 2 executive orders on March 1st 2025 on the same topic:<\/p>\n<ul>\n<li>Ordering the administration to find ways to increase US log harvesting (timber harvest in American) by removing regulations restraining harvesting and increasing harvest from public land.<\/li>\n<li>Ordering the secretary of commerce to start an investigation to determine the effects on national security of the imports of timber (= logs), lumber and their derivative products (paper, furniture and cabinetry).\u00a0 The initial driver behind the actions of the administration seems to be the US Lumber Coalition which is only interested by softwood lumber imports. But it looks like the US administration is also going to look into wooden furniture \/ cabinet and paper imports and try to reduce these imports.<\/li>\n<\/ul>\n<p>Short term the above measures have driven US softwood future lumber prices above 650 USD, their highest level historically if we except the covid period but insufficient to compensate for the increases in duties. Which means the market is either expecting higher prices to suppress demand and\/or that Canadian volumes can be compensated which is unrealistic over the short term. Imports from Europe represent roughly 15% of total volume imported and could grow short term but the Trump administration seems to want to tariff these separately. Russian exports to the US are currently subjected to prohibitive duties of 40-50% but this could change in the coming months. Exporters from other regions have, not yet, been impacted or threatened by additional duties which means Brazilian, Chile and NZ softwood lumber exporters have a card to play.<\/p>\n<p>The next chapter of this story will be on April 2nd 2025 when the administration details its reciprocal tariffs. We will certainly see new tariffs which will affect lumber but also and more importantly wooden furniture, flooring, plywood, cabinet products trade with the US.<\/p>\n<p>Canadian West Coast exporters are aiming to increase exports to Japan and China. In this last case taking market share from Russia.\u00a0 East coast producers are looking at Europe and the Middle East.<\/p>\n<p>The clear winners of the above are US softwood mills and US sawmill equipment manufacturers. But US hardwood mills, furniture \/ cabinet makers will also see a boost in their fortunes in the coming months as the administration details its reciprocal tariffs and takes other measures to restrain imports of transformed hardwood products.<\/p>","protected":false},"excerpt":{"rendered":"<p>This week the US Department of Commerce announced its preliminary conclusions on Canadian softwood lumber anti dumping duties.
