In his opinion piece, published in the Swedish financial newspaper ATL, he claims that FSC’s new requirements hinder key developments such as wind power expansion and the cultivation of more productive tree species.

SCA owns 2.6 million hectares of forest in Sweden and around 75,000 hectares in the Baltic region. According to Mårtensson (in the left photo), as both national and EU legislation have tightened, FSC has continuously raised its requirements, since certification standards must, in principle, be stricter than legal regulations. He believes this creates unnecessary restrictions that could negatively impact both forestry operations and climate benefits.

Wind power expansion and productive tree species restricted

One of Mårtensson’s main criticisms is that FSC rules significantly limit the ability to allocate forest land for other purposes, such as wind and solar power. According to him, small forest owners can only convert up to five percent of their land, while large forest owners like SCA are restricted to a maximum of 1,000 hectares—regardless of total land holdings. He argues that this is an unnecessarily rigid limitation, especially given the increasing role of renewable energy in the transition to a low-carbon economy.

Mårtensson also points to FSC’s restrictions on planting lodgepole pine (Pinus contorta), a non-native species that grows faster than domestic Swedish pine and has higher carbon sequestration potential. Sweden currently has around 600,000 hectares of lodgepole pine forests, and research suggests that it is approximately 30% more productive than native pine species, making it a valuable resource for pulp production. In his view, limiting its use could hinder efforts to maximize forestry’s climate benefits.

SCA remains with FSC—for now

Speculation has emerged in Swedish media about whether SCA might abandon FSC certification altogether. However, Mårtensson dismisses this, emphasizing that FSC has provided benefits to the company by supporting profitable forestry while incorporating broader environmental and social values.

Nevertheless, he maintains that the increasing regulatory burden at both the Swedish and EU levels has pushed FSC to further tighten its criteria, which, in his opinion, could have negative consequences. He suggests that forest owners, including SCA, must critically assess different certification systems and how best to approach them in the future.

FSC defends its criteria

Responding to the criticism, Emmi Liias, a forest standards expert at FSC Finland, stated that FSC applies uniform global criteria to limit land use changes. She also noted that, as far as FSC Finland is aware, no wind power projects exceeding 1,000 hectares have been planned within FSC-certified forests in the country.

Jonas Mårtensson, forestry director at SCA, Europe’s largest private forest owner, argues that the stricter FSC certification criteria are limiting the ability of forestry to contribute to climate solutions.
