China’s Real Estate Production Index increased from October 2024 but remained sluggish, which slowed construction and manufacturing industries, leading to a decline in demand for lumber.

China's domestic lumber production increased, improving self-sufficiency and reducing dependence on imports. According to the National Bureau of Statistics, China’s lumber production was about 85 million cubic meters in 2018, rising to 90 million cubic meters in 2019. Despite fluctuations in 2020 due to the pandemic, production remained around 90 million cubic meters and further increased to about 100 million cubic meters in 2021. In 2022, production reached 110 million cubic meters, a record high. In 2023, China’s lumber production was also around 80 million cubic meters.

Additionally, China has promoted the use of alternative materials and implemented the "bamboo instead of wood" policy, reducing demand for lumber. Another factor was the rise in imported lumber prices.

Decline in lumber imports from Russia

China Customs data shows Russia was the largest supplier of lumber imports in 2024, but imports from Russia dropped 6% to 12.23 million cubic metres, accounting for 46% of the national total. The value of imports was US$2.603 billion, down 2% on 2023. The average price for imported lumber from Russia in 2024 was US$213 per cubic metre, a year-on-year decline of 7%.

The decline in China's imports of lumber from Russia was due to weak domestic demand and diversification of supplying countries to reduce dependence on a single country. Meanwhile, imports from Belarus and Gabon increased significantly by 37% and 43% respectively in 2024.

China’s lumber imports from Thailand rose to 4.913 million cubic meters valued at US$1.247 billion, up 9% in volume and 15% in value on 2023. The average price for imported lumber from Thailand in 2024 was US$254 per cubic meter a year-on-year increase of 2%.

Main countries shipping lumber to China, 2024

Supplier

000s cu.m

YoY % Change

Total

26,737

-4%

Russia

12,235

-6%

Thailand

4,913

9%

Canada

1,308

-1%

USA

1,194

-4%

Belarus

1,159

37%

Gabon

768

43%

Philippines

636

-18%

Finlanda

622

-29%

Germania

540

-33%

Sweden

419

-48%

Growth in softwood lumber imports from Belarus

Softwood lumber imports from Belarus rose 37% to 1.159 million cubic meters in 2024. The average CIF price of softwood lumber imports from Belarus in 2024 was US$191 per cubic metre, while the average CIF price of imported softwood lumber from Russia was US$207 per cubic meter.

Rise in hardwood lumber imports from Thailand

China’s hardwood lumber imports from Thailand, the largest supplier, grew 9% to 4.913 million cubic meters in 2024, accounting for 49% of the national total. Thai rubberwood, widely used in furniture, doors, flooring, and kitchenware, remains in high demand in China. Gabon significantly increased its exports to China, replacing the Philippines as the second-largest supplier.

The increase in China's tropical hardwood lumber imports was driven by improved economic conditions, rising demand in construction and furniture manufacturing, and companies increasing inventories in anticipation of price fluctuations.

Rise in CIF prices for tropical hardwood lumber

The average price for imported tropical hardwood lumber was US$287 per cubic meter in 2024, up 3% year on year.
