As one of the key consumption sectors for European lumber, the construction industry in Europe has seen a significant decline in activity since 2022. The sharp drop in new project starts has directly led to weakened demand for lumber.

To align with shrinking market demand, major production regions in Europe have cut output. However, this measure has not been sufficient to reverse the industry's downturn. The overall economic instability in Europe has not only continued to dampen demand for lumber but has also led to a substantial reduction in exports from traditional production regions.

As a key importer of European softwood lumber, China has also been affected by shifts in supply and demand. Customs data shows that compared to 2023, exports to China from several traditional European lumber-producing countries—including Germany, Poland, Sweden, and Finland—have dropped significantly in 2024.

Germany’s softwood lumber exports to China fell by 56% to 1.94 million cubic meters, with the value of imports declining by 50% year-on-year. Swedish exports to China dropped by 51% to 430,000 cubic meters, with import value down by 47%. Other countries also recorded notable declines: Denmark (-25%), Belgium (-53%), Finland (-29%), and Poland (-12%).

Beyond economic uncertainty, rising international fuel prices have significantly increased production and transportation costs for European lumber. Additionally, high log acquisition costs have further driven up expenses for lumber processing companies. Coupled with rising labor costs in some European countries, these factors have collectively constrained Europe’s export capacity.

However, despite the downturn, some European countries have managed to increase their softwood lumber exports to China. Croatia’s exports grew by 89%, Latvia by 31%, Slovakia by 46%, Slovenia by 77%, and Italy more than tripled its shipments.

One possible reason behind these increases is that some traditional lumber producers may have relocated factories closer to raw material sources or to regions with lower labor costs, thereby reducing operational and production expenses.

Ultimately, whether lumber trade between traditional European producers and China can return to previous levels of "prosperity" will depend not only on international market demand and Europe's price competitiveness but also on the recovery of China's demand for lumber.

Since peaking in 2021, the European softwood lumber industry appears to have entered a downward cycle.
