However, according to the Munich-based ifo Institute, an increase of 3.0% is expected for 2026. <span id=\"more-37509\"><\/span>In Germany, the negative trend continues: in the worst case scenario, only 175,000 apartments will be built in 2026, 15% fewer than in the previous year. This is shown by forecasts from the EUROCONSTRUCT research group, of which the ifo Institute is a member.<\/p>\n<p>\"In Germany, high construction costs are currently preventing a rapid market recovery. However, against the backdrop of a growing population, new housing construction in other European countries is slowly gaining momentum again,\" says ifo construction expert Ludwig Dorffmeister.<\/p>\n<p>Positive signals are coming primarily from northern Europe. \"In the Nordic countries, the markets are recovering strongly after the previous slump,\" says Dorffmeister. In Sweden (+12%), more housing will be built in 2025. In 2026, completions will also increase in Denmark (+28%), Finland (+23%) and Norway (+13%). The development is similar in Poland (+10%). In Austria (-9%), France and Italy (-3%), the number of apartments built in 2026 will fall compared to 2025.<\/p>\n<p>European civil engineering is growing. It is benefiting from extensive public investment and long-term infrastructure projects, such as the expansion of transport and energy infrastructure. This momentum is expected to slow by 2027. \"After eleven years of almost constant growth, civil engineering in Europe could soon reach its peak,\" says Dorffmeister. Estimated growth will fall to 1.5% by 2027. The average for the years 2017 to 2024 was 2.5%. Although there is a significant need to expand or modernize infrastructure in all countries, the strained financial situation of public coffers is forcing states to take general austerity measures. Added to this is the growing shortage of labor.
