This applies in particular to the proposal to sign agreements with private forest owners to extend the rotation periods for their forests. The proposal is estimated to cost nearly SEK 2.5 billion, but the actual outcome is considered to be very uncertain. The committee itself states that the leakage effect is approximately 60 percent.

''Our assessment is that it is a very ineffective measure both in terms of cost and its intended climate effect. The committee's own assessments show that the increased carbon storage that the proposal aims for is very uncertain. The cost analysis that has been done also does not include the negative socio-economic effects the proposal will have,'' says Viveka Beckeman.

The proposal will particularly affect Swedish sawmills' raw material supply and the production of long-lasting products.

''On the one hand, the Environmental Objectives Committee notes the importance of promoting long-lasting products and increased wooden construction. At the same time, proposals are being made that are particularly at risk of affecting sawmills' access to raw materials and the opportunity to contribute these climate-beneficial products – and at a very high cost to the state. We estimate that in 2030 alone, the cost in the form of lost added value is four times greater than the state's estimated direct cost for these agreements has been in all years up to that point,'' says Viveka Beckeman.

Important efforts for increased growth and recognition of the substitution benefits of forest products

''It is positive that the preparation establishes that both the use of forest raw materials for the substitution of fossil products and carbon storage create climate benefits. We now want to see that further steps are taken to include the substitution benefits in our national climate reporting and that the upcoming revision of the EU's climate goals is supplemented with the broad substitution benefits of forest products,'' says Viveka Beckeman.

The forest industries welcome the proposals aimed at increasing forest growth. The proposals include funding for increased fertilization and for authorities to implement advisory efforts for this - something the industry has long requested.

''Increasing growth in the forest is a key issue and we see great potential in the fact that the committee's proposed measures, combined with the government's previously announced investments in fertilization, can contribute to this. The investments in fertilization are also a wise investment from a state financial perspective, as the state's investment costs are expected to yield many times over in the form of increased added value in the forest industry,'' says Viveka Beckeman.

Socio-economic consequences of the Environmental Objectives Committee's proposals

The Swedish Forest Industry Federation estimates that the proposals' impact on the reduction in production will have the following socio-economic effects:

-Loss of approximately 5-6 percent of the industry's wood consumption, corresponding to approximately 5 million cubic meters of raw material in 2030, which is estimated to lead to:

-Reduced added value in the pulp, paper and sawmill industries of SEK 8 billion.

-At risk of employment for 7,200 people. This only includes the pulp, paper and sawmill industries and adjacent subcontractors. The figure does not include further spillover effects to other industries to which the employment contributes, such as jobs in trade and services, for example in places where the forest industry is a major employer.

The Environmental Objectives Committee this month presented its interim report with proposals for how Sweden can fulfill its commitments regarding nature conservation and the land use sector’s absorption of greenhouse gases.
