The volume of imported logs is expected to decrease by 13% in 2024, while lumber imports are set to rise by 17.2%. However, lumber imports in the first half of 2025 are projected to decline by 12.5% compared to the same period last year.

North American lumber imports drop due to production cuts

North American lumber imports are expected to decline by 15.8% in 2024, mainly due to Chugoku Lumber Co., Ltd. reducing production after a fire at its Kahima plant in August 2023. Other manufacturers have also cut output, and the price of softwood structural plywood has fallen. The weak market for softwood structural plywood has further reduced demand for Douglas fir logs, with buyers shifting to domestic logs instead of imports from New Zealand.

Limited Russian logs as European and South Sea imports fluctuate

South Sea log imports remain minimal, while Russian logs are unavailable due to export restrictions. However, overall imports of wood products have increased, except for South Sea products. Glulam imports are up 15.6%, and Russian wood product imports have risen by 14.2%, as volumes in 2023 were particularly low. European lumber and glulam imports have rebounded after Japanese importers limited orders in 2023 due to the weak yen and excess inventory.

Supply chain disruptions impact European lumber imports

European lumber imports have faced additional disruptions due to Middle East conflicts affecting Suez Canal shipping. The arrival of large container shipments from Europe and China has caused an imbalance in supply and demand. Russian taruki remains popular, with high prices driving continued imports. North American lumber purchases have been focused on replenishing inventories, while demand for 2x4 remains stable. Imported lumber supply is expected to fall by 12.5% in the first half of 2025, while imported logs are set to increase by 3%.

European and North American mills adjust operations

European lumber imports have been declining since October, with inventory levels being managed more tightly. North American lumber stockpiles will also be controlled, but the situation depends on U.S.-Canada tariff policies. Rising log costs, low lumber prices, and tariff uncertainties are prompting sawmills in Europe and North America to reduce operations.

Domestic plywood prices continue to rise

Japanese plywood manufacturers raised domestic softwood plywood prices in February 2025. Prices for 12mm 3x6 sheets increased to 1,000–1,050 yen (€6.20–6.50), up from 950–980 yen (€5.90–6.25). Some producers plan additional price hikes in March. While housing demand remains subdued, buyers are restocking as plywood inventories decline.

Imported plywood affected by exchange rates and global pricing

Imported plywood purchased when the yen was at 150 per U.S. dollar is now being delivered. Prices for 12mm 3x6 painted plywood for concrete formwork are 1,850 yen (€11.50) per sheet, while form plywood is priced at 1,550 yen (€9.65) per sheet. Structural plywood and 5.5mm sheets are also selling at 1,550 yen (€9.65) and 1,100 yen (€6.85) per sheet, respectively. Futures prices for some plywood types are higher than current domestic prices, making buyers hesitant.

Southeast Asian plywood producers raise prices

Plywood manufacturers in Malaysia and Indonesia are raising prices due to higher log and production costs. However, Japanese buyers remain reluctant to place orders due to the weak yen. Prices in South Asia have stabilized, with 12mm 3x6 painted plywood for concrete formwork selling for $580–600 (€540–560) per cubic meter (C&F). Other grades, including structural and form plywood, range from $490–520 (€455–485) per cubic meter.

Domestic log prices vary by region

Log prices in Japan remain high, with regional variations. In northern Kanto, 3m cedar logs are priced at 18,500 yen (€115) per cubic meter, while in Kyushu, they are 15,000 yen (€93). Medium-diameter 3m cedar logs in Kanto are 17,000 yen (€106), compared to 13,000–14,000 yen (€81–87) in Tohoku. Cypress logs for sills cost 26,000 yen (€162) in Chugoku, up 4,000 yen (€25) from previous levels. Prices have risen in several regions but declined in Tokai and western Japan.

Domestic lumber supply tight as prices rise

Domestic lumber supply remains tight, with prices for 120mm square green lumber rising since November 2024.
