According to NAHB, tariffs function as a tax on imported goods, raising the price of building materials and ultimately increasing home prices. In 2023, the U.S. used $184 billion worth of materials for residential construction, with $13 billion\u2014around 7%\u2014sourced from foreign nations. Softwood lumber, which is critical for homebuilding, is largely imported from Canada. Of the $8.5 billion worth of sawmill and wood products imported last year, nearly 70% came from Canada, which is already subject to a 14.5% antidumping and countervailing duty tariff.<\/p>\n<p>New tariffs proposed by the Biden administration would add a 25% duty on Canadian and Mexican goods, further raising the total effective tariff on Canadian softwood lumber to nearly 40%. NAHB argues that such increases will make it even harder for builders to deliver new housing projects, given the existing cost pressures from inflation and global trade uncertainties. The organization has called for an exemption on building materials and continues to push for policies that ease regulatory burdens.<\/p>\n<h4 data-pm-slice=\"1 1 []\">U.S. lumber industry perspective<\/h4>\n<p>Meanwhile, the U.S. Lumber Coalition, an alliance of domestic softwood lumber producers, supports strict enforcement of U.S. trade laws against what it describes as unfairly traded Canadian imports. The coalition contends that excess capacity exists in the American lumber industry and that increased domestic production could meet U.S. demand without reliance on Canadian imports. Industry leaders such as Andrew Miller, Chairman of Stimson Lumber, argue that Canadian firms receive unfair government support, which allows them to maintain an artificially high market share in the U.S.<\/p>\n<p>Steve Swanson, Chairman of Swanson Group, has echoed these concerns, stating that unfair trade practices from Canadian lumber producers are leading to mill closures and job losses in the U.S. forestry sector. He supports President Biden\u2019s stance on trade enforcement, arguing that Canada\u2019s approach to lumber exports constitutes a \u201cjobs program\u201d for Canadian workers at the expense of American mill workers.<\/p>\n<p>Zoltan van Heyningen, Executive Director of the U.S. Lumber Coalition, maintains that strong trade enforcement has led to a significant expansion of U.S. lumber production since 2016. He asserts that America has the resources to achieve complete self-sufficiency in lumber production and that enforcing tariffs will strengthen the domestic supply chain without increasing home prices.
