The new tariffs are set to take effect on Tuesday, February 4.

The decision includes a 25% duty on Canadian and Mexican imports and an additional 10% tariff on Chinese goods, adding to the existing tariffs already in place. However, Canadian energy products will see a reduced 10% tariff, while Mexican energy imports will be subjected to the full 25% duty.

A White House fact sheet clarified that the tariffs would remain in place until the crisis over fentanyl and immigration is alleviated. Specific conditions for relief from the tariffs were not provided.

Tariff collections are scheduled to begin at 12:01 AM EST on Tuesday, February 4. Notably, goods already in transit before 12:01 AM EST on Saturday, February 1, will be exempt from the new duties.

EU could face tariffs ‘pretty soon,’ Trump hints

During his arrival into Maryland from Florida, President Trump suggested that the European Union (EU) could soon be added to the list of countries facing tariffs. Speaking with BBC journalists, Trump expressed frustration with the EU's trade practices, stating, "They don’t take our cars, they don’t take our farm products, they take almost nothing and we take everything from them. Millions of cars, tremendous amounts of food and farm products."

Trump’s comments reflect his long-standing criticism of the EU’s trade imbalance with the U.S. He further revealed that, while he has a positive working relationship with British Prime Minister Sir Keir Starmer, any trade issues with the UK could be resolved separately from the EU. On tariffs aimed at the European bloc, Trump remarked, "I wouldn’t say there’s a timeline, but it’s going to be pretty soon."

Global reactions and potential consequences

In response to Trump’s decision to impose tariffs on Canada, Mexico, and China, both Canada and Mexico have pledged to retaliate. The European Union has also condemned the move, warning that it will "respond firmly" should it become the next target of U.S. tariffs.

China, meanwhile, has threatened to take "corresponding countermeasures" in response to the additional 10% tariff on its imports. While Trump views tariffs as a means to protect American jobs and stimulate the economy, economists warn that such measures could raise consumer prices in the U.S. and lead to greater global trade tensions.

The UK, which is not currently subject to these new tariffs, has called for an exemption, given its trade balance with the U.S. Business Secretary Jonathan Reynolds argued that the U.S. does not have a goods trade deficit with the UK and therefore should not impose tariffs on British goods.

NAHB response: Tariff hikes harm housing affordability

The National Association of Home Builders (NAHB) has voiced strong opposition to the new tariffs, particularly the 25% increase on Canadian and Mexican goods. Carl Harris, the chairman of the NAHB and a custom home builder from Wichita, Kansas, issued a statement expressing concern that these tariffs would worsen housing affordability.

Harris pointed out that more than 70% of the imports of essential materials—softwood lumber from Canada and gypsum (used for drywall) from Mexico—are directly impacted by the new tariffs. He argued that raising tariffs on these materials would drive up construction costs, discourage new development, and ultimately result in higher home prices for consumers.

"On President Trump’s first day in office, he issued an executive order directing departments and agencies to deliver emergency price relief by pursuing actions to lower the cost of housing and increase housing supply," Harris stated. "This move to raise tariffs by 25% on Canadian and Mexican goods will have the opposite effect."

Harris called on the administration to reconsider its tariff strategy, emphasizing the importance of reducing barriers that increase housing costs and hinder builders from addressing the growing demand for new homes.

U.S. Lumber Coalition: Canada's offensive to dismantle U.S. measures against unfairly traded softwood lumber imports

In parallel to these tariff actions, the U.S. Lumber Coalition has pushed back against Canada's ongoing efforts to weaken U.S. trade measures aimed at protecting American softwood lumber producers. According to a statement from the U.S. Lumber Coalition on February 1, 2025, U.S. mills have strengthened domestic supply lines by increasing production capacity in response to unfairly traded Canadian lumber imports.

Since 2016, U.S. mills have added eight billion board feet of production capacity, producing 30 billion additional board feet of softwood lumber, which more than offsets any decline in unfairly traded Canadian imports. The coalition highlights that in 2024, the U.S. softwood lumber industry had the capacity to supply 95% of U.S. consumption.

Andrew Miller, Chairman and owner of Stimson Lumber Company, expressed concern that Canadian exporters were attempting to bypass U.S. trade laws by dumping excess lumber into the U.S. market at low prices. He criticized Canada’s efforts, which include lobbying U.S. lawmakers to reverse trade measures and citing false narratives to influence U.S. policy.

"Canada is frantically pushing the idea that the United States needs their unfairly traded softwood lumber by attacking President Trump's strong border measures," Miller said. He further added that the Canadian industry's attempts to evade trade laws, including using U.S. border tax revenues to relieve Canada from paying future duties, are detrimental to U.S. workers and forestry communities.

Zoltan van Heyningen, Executive Director of the U.S. Lumber Coalition, also denounced the messaging from Canada and organizations like the NAHB, which claim that tariffs would significantly impact housing costs. He emphasized that softwood lumber represents only a small portion of the total cost of a new home.

"The cost of lumber only makes up about 1.3 percent of the total cost of an average new construction home," van Heyningen said. "The idea that tariffs would cause a dramatic increase in home prices is nonsensical."

The U.S. Lumber Coalition argues that tariffs on Canadian lumber are crucial for supporting U.S. lumber production, which has seen significant growth in recent years. They believe that continued enforcement of U.S. trade laws against unfairly traded Canadian imports will help strengthen domestic production and availability, contributing to the construction of more American homes.

On Saturday, February 1, 2025, U.S. President Donald Trump announced that he is imposing new tariffs on imports from Canada, Mexico, and China, citing a national emergency over fentanyl and illegal immigration.
