This new levy would come on top of existing softwood lumber duties, which currently stand at 14.4% for most producers.<\/p>\n<p>\u201cA number of Canadian lumber companies are now advising customers that they will add 25% to lumber exports to the U.S.,\u201d said a Vancouver-based forestry analyst. \u201cThey have no alternative but to increase prices to cover the potential tariff.\u201d<\/p>\n<p>The move comes amid escalating trade tensions as Trump prepares to take office on January 20. He has dismissed the need for Canadian softwood, stating, \u201cWe don\u2019t need their lumber. We have massive fields of lumber.\u201d<\/p>\n<h3>Long-standing trade dispute<\/h3>\n<p>The softwood lumber dispute, which dates back to the early 1980s, has been a persistent flashpoint in Canada-U.S. trade relations. The last formal agreement on softwood trade expired in 2015, and since 2017, the U.S. has imposed fluctuating duties on Canadian lumber, ranging from 8% to over 20%.<\/p>\n<p>Over the past eight years, Canadian producers have paid more than $7 billion in duties. With the U.S. Commerce Department set to release updated rates in May, analysts warn that duties could double to 30%. If Trump\u2019s 25% tariff is implemented, total levies on Canadian lumber could reach 55%.<\/p>\n<p>The U.S. argues that Canada\u2019s system of stumpage fees, paid to provincial governments for the right to log on Crown land, amounts to a subsidy. Countervailing and anti-dumping duties have been imposed on this basis.<\/p>\n<h3>U.S. dependency on canadian lumber<\/h3>\n<p>Despite Trump\u2019s statements, experts highlight the critical role of Canadian softwood in meeting U.S. demand. Canada supplied 24% of U.S. lumber consumption in 2024, down from 33% in 2016, but it remains the largest foreign supplier by a significant margin.<\/p>\n<p>\u201cThe U.S. can\u2019t be self-sufficient and so they do need to import lumber,\u201d said Kurt Niquidet, president of the BC Lumber Trade Council.<\/p>\n<p>While U.S. mills have increased production, they cannot fully meet demand. Imports from countries such as Germany, Sweden, and Austria have risen, but Canada remains the dominant supplier.<\/p>\n<h3>Economic and industry impact<\/h3>\n<p>The prospect of higher duties comes as lumber prices, though up from mid-2024 levels, remain 70% below the record highs of 2021. British Columbia\u2019s forestry sector has been particularly hard-hit, with mill closures and job losses linked to timber supply constraints and government policies reducing access to fiber.<\/p>\n<p>B.C. Forests Minister Ravi Parmar described the potential impact of Trump\u2019s tariffs as \u201cdevastating.\u201d Speaking in Prince George, he called for federal support and a coordinated strategy. \u201cWe\u2019ve got some work to do to bring a Team B.C. and Team Canada approach to fighting these duties,\u201d Parmar said.<\/p>\n<p>The province announced $5.1 million in capital support for the forestry sector through the BC Manufacturing Jobs Fund, aiming to boost operations and encourage value-added wood products such as engineered wood.<\/p>\n<h3>Political and legal responses<\/h3>\n<p>Prime Minister Justin Trudeau and provincial leaders met this week to discuss the tariff threats. Trudeau described the talks as \u201cproductive,\u201d with a focus on appealing U.S. lumber duties under the U.S.-Mexico-Canada Agreement (USMCA).<\/p>\n<p>While the U.S. softwood dispute is not directly addressed in the USMCA, trade panels have been used to resolve related conflicts. Canada continues to challenge duties through these mechanisms, but a resolution remains elusive.<\/p>\n<p>Opposition critics in British Columbia have called for expedited approval processes and greater access to timber resources, arguing the province cannot afford further delays.<\/p>\n<p>As the industry braces for 2025, sawmills are preparing for the possibility of significant disruptions.
