<\/span>Poland\u2019s revised timber sales rules, aimed at strengthening local industries and curbing exports outside the EU, have significantly impacted foreign demand for Polish wood. German companies, in particular, have reduced their participation in Polish timber tenders, according to Witold Koss, Director General of State Forests (PGL LP).<\/p>\n

Geographic criteria limit cross-border sales<\/strong><\/p>\n

Introduced in October 2024, the new sales regulations prioritize local buyers and processing facilities close to logging sites. A key feature of the rules is the geographical purchase criterion, which allocates additional evaluation points to companies operating nearby. Conversely, unprocessed timber and buyers located farther away are penalized in the tender process.<\/p>\n

\u201cThe geographical criterion reduces transportation distances, which not only lowers emissions but also makes participation less viable for some German, Czech, and Slovak companies,\u201d explained Koss.<\/p>\n

Under the new system, geographical proximity accounts for 10% of the tender evaluation, while the price criterion has been lowered to 75%. Additionally, the new rules allocate 7.5% weight each to the share and depth of wood processing.<\/p>\n

In 2025, State Forests plans to supply 38 million cubic meters of timber to the market, a 5% reduction compared to 2024. Despite this smaller volume, Koss noted that lower procurement costs for forest services are expected due to intensified competition among service providers.<\/p>\n

Decline in Chinese exports<\/strong><\/p>\n

The impact of Poland\u2019s timber policy extends beyond Europe, with exports to China also experiencing a notable decline. Data from the Ministry of Climate and Environment (MKi\u015a) revealed a 60% drop in Polish wood exports to China during the second half of 2024 compared to the first half. This equates to a reduction of over 100,000 tonnes of raw and firewood.<\/p>\n

Paulina Hennig-Kloska, Minister of Climate and Environment, highlighted the success of measures introduced under the \u201cWood Industry Support Package,\u201d rolled out in spring 2024. The program aims to promote local processing and reduce unnecessary transport emissions.<\/p>\n

\u201cPoland\u2019s timber trade has shifted focus to domestic processing, with fewer raw materials leaving our borders,\u201d Hennig-Kloska stated on social media.<\/p>\n

In the first half of 2024, Poland exported 279,000 tonnes of timber to China, a figure that dropped to 171,000 tonnes in the second half. The decline also reflects the phasing out of contracts signed in late 2023 under previous administrations.<\/p>\n

Local industries prioritized<\/strong><\/p>\n

The new sales framework, developed in consultation with industry stakeholders, seeks to prioritize local processing industries. Buyers with a proven purchase history now secure 75% of their timber allocations through the Forest and Wood Portal, while auctions handle the remaining 25%.<\/p>\n

Smaller quantities of timber, including residues from sanitary cuts and disaster response, are sold via the e-drewno application or retail channels. These measures aim to ensure that Poland\u2019s timber is used efficiently within the domestic market, including in furniture production and other value-added industries.<\/p>\n

Outlook for the timber market<\/strong><\/p>\n

The changes have reshaped Poland\u2019s timber trade, aligning with broader environmental and economic objectives. By incentivizing local processing and reducing exports, the policy supports sustainable forest management while limiting carbon emissions from transportation.<\/p>\n

For foreign buyers, the new rules present additional hurdles, curbing their access to Polish timber.
