Despite logistical challenges and high tariffs—currently at 30% for Russian plywood—Segezha is optimistic about the market’s potential. Nikolai Ivanov, the company’s Vice President for External Relations, emphasized during the Eastern Economic Forum that India represents a key growth market, with plans to expand offerings to include wooden house kits, biofuel, and wood pellets.

According to Segezha Group's official Telegram channel, Ivanov pointed out that currently only 3% of Russian timber products are exported to India, with Segezha’s share being just 1%. However, the company plans to increase its shipments to India by 50% this year compared to 2022. Ivanov described this increase as the start of a long-term strategy, though he acknowledged that these are still small volumes compared to the market's full potential.

Segezha Group mainly exports lumber and plywood to India but aims to expand its offerings with wooden house kits, biofuel, and wood pellets, which can replace coal. Import tariffs on Russian plywood to India currently stand at 30%, and paper imports face a 10% duty compared to 0-7% for other exporters, noted Ivanov. High logistics costs are another hurdle. For Segezha Group, keeping transportation costs below 15-20% is crucial for profitability, with $1,800 per 40-foot container being an acceptable rate. Ivanov also projected that, with reduced tariffs and logistics costs, Russia could potentially export the equivalent of 50 million m³ of processed wood to India annually. This represents a quarter of Russia’s entire timber harvest, despite India’s own annual wood production of around 300 million m³.

In the first half of 2024, Russia's lumber exports to India surged fourfold compared to the previous year, reaching 22 thousand m³. However, this represents only 2.2% of India’s total lumber imports, which reached 1 million m³ in the same period. Brazil, Germany, and the U.S. dominate as India’s primary lumber suppliers. Meanwhile, plywood exports from Russia to India increased by 17%, totaling 8 thousand m³ in the first six months of this year. This accounts for less than 1% of India's total plywood imports.

Also, Vyatka timber exporters from Russia's Kirov region have tripled their plywood exports to India this year, shipping 8,800 cubic meters from January to early December, compared to just 2,800 cubic meters during the same period in 2023.

According to the press service of the Rosselkhoznadzor Administration for the Kirov Region, the Udmurt Republic, and the Perm Territory, Vyatka timber exporters shipped 8.8 thousand m³ of plywood to customers in India from January 2024 to December 5. It is reported that, on an annual basis, deliveries of this birch wood product to the country increased by 3.1 times. For comparison, in the same months of 2023, the export volume amounted to 2.8 thousand m³.

One of the last large batches of plywood was shipped in the Kirov region for export to India on December 4. The volume of the shipment was almost 2 thousand m³, and the products were sent by rail in 56 containers. Before being shipped from the region, plywood samples intended for export were subject to laboratory testing. The tests did not reveal any quarantine hazardous products. The timber products were found to comply with the phytosanitary requirements of the importing country and were approved for transportation.

Other markets like Egypt come into focus

Sveza, a major Russian plywood producer, recently announced plans to deliver a trial batch of over 1,000 cubic meters of plywood to Egypt. This initiative followed a business mission organized by the Russian Export Center (REC) under the "Made in Russia" program. Representatives of Sveza showcased their products to Egyptian stakeholders, including distributors, furniture manufacturers, and construction firms, in Cairo.

"We reached preliminary agreements with several promising partners, including yacht and furniture manufacturers, during the mission," said Alexey Lyapunov, head of sales for Sveza’s African export market. Discussions also included potential collaborations with government organizations in Egypt. Sveza aims to strengthen its presence in the African market through these new partnerships.

According to the Sveza press service, representatives participated in the business mission of the Russian Export Center "Made in Russia" in Cairo, Egypt. As part of this trip, potential customers were presented with products for construction, housing, communal services, and the "smart city". Sveza representatives held more than ten meetings with distributors of board materials, furniture manufacturers, yachts, and construction companies.

"As part of the business mission in Cairo, preliminary agreements were reached with promising partners, including yacht and furniture manufacturers. The expected volume of the trial delivery is more than 1,000 m³. We also discussed the possibility of deliveries with government organizations in Cairo. We thank the REC for its assistance in establishing and strengthening contacts in the African market," shared Alexey Lyapunov, head of sales in the African export market at Sveza.

Vologda region's diversified exports

Russia’s Vologda region has seen a 2.8-fold increase in plywood exports in 2024, with shipments reaching 5,600 cubic meters by November. The geography of international deliveries in the reporting months included Iraq, Iran, China, the Republic of Korea, Thailand, and Turkey.

According to the press service of the North-West Interregional Administration of Rosselkhoznadzor, year-on-year deliveries increased significantly compared to January-November 2023, when the volume of plywood exports from the Vologda region amounted to 2,000 m³. Last year, these forest products were supplied from the region to Vietnam, Iran, China, Thailand, and South Africa.

One of the last large deliveries of plywood from the Vologda region was made on November 27, 2024. This involved four batches shipped to Chinese customers, with a total volume of 150 m³.

With European sanctions cutting off traditional markets for Russian plywood, manufacturers have turned to new export destinations in Asia, the Middle East, and Africa.
