In a bid to stabilize its economy and combat rising trade tensions, China has vowed to increase its budget deficit, ramp up borrowing, and loosen its monetary policy. These measures are designed to counter the potential economic impact of heightened tariffs from the United States under President Donald Trump\u2019s return to office.<\/span><\/p>\n

The announcement came following the Central Economic Work Conference (CEWC), a key annual meeting of China\u2019s top leaders, which took place on December 11-12. According to state broadcaster CCTV, the meeting highlighted concerns about the \"adverse impact\" of changes in the external environment, notably the escalating trade tensions with the U.S.<\/p>\n

China's economic struggles and US tariff threats\u00a0<\/strong><\/p>\n

China\u2019s economy, the world\u2019s second-largest, has faced significant challenges this year, including a deepening property market crisis, mounting local government debt, and weak domestic demand. One of the few bright spots\u2014its export sector\u2014is now under threat as the U.S. prepares to reintroduce tariffs.<\/p>\n

The CEWC pledged to maintain the basic stability of the yuan at a \"reasonable and balanced level,\" in line with China\u2019s broader strategy to manage external shocks and ensure economic stability. Financial markets closely monitor such statements for clues on China\u2019s currency policy, as the yuan has been under pressure amid the trade dispute.<\/p>\n

In line with the recent dovish statements from China\u2019s Communist Party leadership, which called for an \u201cappropriately loose\u201d monetary policy and \u201cmore proactive\u201d fiscal measures, the CEWC committed to increasing government spending and borrowing. This includes issuing more debt at both the central and local government levels, as well as cutting interest rates and reducing bank reserve requirements.<\/p>\n

Economic growth prioritization<\/strong><\/p>\n

Zhiwei Zhang, chief economist at Pinpoint Asset Management, noted that the shift in policy messaging signals that China is prioritizing growth over financial risks. The CEWC\u2019s summary emphasized the need to \u201cmaintain steady economic growth,\u201d but did not specify a precise growth target for the year ahead.<\/p>\n

Xu Tianchen, senior economist at the Economist Intelligence Unit, said maintaining a 5% growth rate in 2025 will be difficult, especially with the added \"Trump shock\" of tariffs. However, he believes that a robust stimulus package could prevent a sharp decline in growth, estimating that China's economy will likely not fall below 4.5%.<\/p>\n

Tariffs and impact on Chinese exports<\/strong><\/p>\n

Trump's threatened tariffs have created uncertainty for China\u2019s industrial sector, which exports over $400 billion worth of goods to the U.S. each year. Many Chinese manufacturers have already begun shifting production abroad to avoid the punitive tariffs, a trend that analysts believe could exacerbate China\u2019s industrial overcapacity and deflationary pressures.<\/p>\n

Exporters have expressed concerns that the reintroduction of tariffs will further shrink profits, leading to job losses, reduced investment, and slower economic growth. These tariff threats add to the existing challenges China faces with its overburdened property market and sluggish domestic demand.<\/p>\n

Boosting domestic consumption<\/strong><\/p>\n

In response to weakening exports, China is looking inward for new sources of economic growth. However, with falling property prices and limited social welfare benefits, consumer confidence has been low. Despite issuing multiple calls for boosting domestic consumption, Beijing has been slow to implement significant policy changes.<\/p>\n

The CEWC meeting indicated that measures would be taken to boost household incomes, with promises to raise pensions and expand a subsidy program for purchases of cars, appliances, and other goods. These efforts are aimed at stimulating consumer spending, which remains a crucial factor in sustaining China\u2019s economic growth.<\/p>\n
