Vietnamese timber companies rely on African timber for up to 50% of their production, yet over half of these businesses are unable to verify the origin of the wood they import, according to a recent study. This reliance underscores Africa\u2019s role as a key supplier of tropical hardwoods for Vietnam\u2019s construction, furniture, and raw material markets, but also highlights significant supply chain vulnerabilities.<\/p>\n

With domestic logging in Vietnam largely banned, African timber fills a vital gap in meeting industry demand for premium hardwoods such as redwood and ironwood. The study shows that African suppliers, particularly from South Africa, Gabon, Ghana, and the Republic of Congo, are essential to this trade. However, the inability to confirm the legality of these imports raises concerns about compliance with international regulations, including the EU Deforestation Regulation (EUDR).<\/p>\n

Vietnamese businesses depend on African timber not only for local production but also for re-export to international markets, including the European Union, North America, and other parts of Asia. Despite this reliance, fewer Vietnamese companies trade directly with African suppliers compared to those sourcing timber from other continents, such as Europe or the Asia-Pacific region. This discrepancy may stem from the risks associated with African timber, including poor documentation and the prevalence of species listed under the Convention on International Trade in Endangered Species (CITES).<\/p>\n

The survey revealed that more than 50% of Vietnamese companies faced challenges in obtaining proper documentation to verify timber legality. This issue is particularly acute for high-value species like Afzelia, Pterocarpus, and Pericopsis, many of which are protected under CITES and require stringent oversight to ensure lawful trade. Weak governance and limited enforcement capacity in both Vietnam and African supplier countries further exacerbate these challenges.<\/p>\n

African timber remains a cornerstone of Vietnam\u2019s wood-processing industry, especially given the insufficiency of domestic supply. The study found that while only 10% of surveyed companies are fully dependent on African timber, most use it in 25%\u201350% of their products. This reliance is driven by high consumer demand for tropical hardwoods and the competitive pricing offered by African suppliers, despite the logistical and legal complexities involved.<\/p>\n

Over the past decade, imports of African timber into Vietnam have declined due to stricter international regulations, weaker domestic demand, and rising transportation costs. However, Africa continues to dominate Vietnam\u2019s supply of tropical timber, with over 1.3 million cubic meters of round and sawn timber imported annually, valued at over USD 500 million. These imports remain critical for sustaining Vietnam\u2019s wood industry, particularly in light of restrictions on logging from natural forests within the country.<\/p>\n

The study also highlights gaps in data collection and monitoring within the timber trade. In many African countries, records of timber production, export volumes, and supplier details are incomplete or inaccessible, complicating efforts to ensure legal compliance. Similarly, Vietnam struggles with insufficient systems for tracking and verifying the legality of its imports, which hampers the government\u2019s ability to enforce international agreements like the EU-Vietnam Voluntary Partnership Agreement (VPA) under the Forest Law Enforcement, Governance, and Trade (FLEGT) framework.<\/p>\n
