At the same time, both the economic benefits and environmental problems of the forest sector will be transferred to other parts of the world.

Kallio's study was a scenario analysis comparing the so-called base case, in which there is perfect competition between countries and actors seek the greatest economic benefit, and a situation in which the objectives of the LUCWF Regulation are achieved and the objectives of the Biodiversity Strategy are realized.

The results show that most of the negative impacts of EU policies on the forest sector are a result of the implementation of the LULUCF Regulation ( Land Use, Land Use Change and Forestry ), but the Biodiversity Strategy also has significant impacts.

Logging moves to America

If the objectives of the LUCIF Regulation were achieved, according to Kallio, the end result would be 132 million cubic meters of logging not being done in EU countries and Norway.

Overall, however, logging would only decrease by a third of the amount presented above, 46 million cubic meters. Two-thirds of this amount would be compensated by increased logging elsewhere in the world, primarily in the Americas.

Outside the EU, the risk of biodiversity loss is greater than in the EU, says Kallio. Where logging would move, the coverage of protected areas is lower than in the EU and forest use is monitored less closely.

Sawn timber and plywood production suffers

“Wood products have climate benefits in themselves: they continue to store carbon taken from forests,” Kallio said.

These benefits will be diminished if the lulucf target is achieved.

According to the study, the production of lumber and plywood is declining the most globally, even though these products are the best carbon sinks. The production of cardboard, which replaces plastic, is also declining.

Achieving the carbon sink target is far from over

The amount of logging also has a direct impact on the amount of carbon sequestered in trees and wood products. If logging is reduced, the carbon dioxide concentration in the atmosphere will also decrease. However, according to the study, the effects are clearly smaller than expected.

If logging in the EU is reduced by 115 million cubic metres per year between 2030 and 2035, the net reduction in global greenhouse gas emissions will be around 22 million tonnes of carbon dioxide equivalent per year.

"We are cutting down forests and producing much less forest industry products, and that achieves this amount of carbon dioxide reduction. It is really little and really expensive," Kallio said.

The EU's carbon sink target will only be achieved if forestry production is quickly limited to the level of 15 years ago, during the financial crisis, Kallio pointed out.

If logging in the EU is reduced for climate and environmental reasons, logging and environmental problems will increase significantly in other parts of the world, a recent study reveals.
