Simplified requirements for countries with sustainable forest management practices and a potential emergency delay are part of the latest discussions.<\/span><\/p>\n

The European Union\u2019s new deforestation regulation (EUDR) is already reshaping the timber supply chain, with reports of increased imports of uncertified hardwood into the UK. One leading distributor highlights this shift as businesses scramble to adapt to the upcoming changes.<\/p>\n

The EUDR, set to take full effect by December 2025, will not include a \u201cno risk\u201d classification for certain countries, following recent negotiations within the European Council. Instead, discussions have focused on introducing \u201csimplified requirements\u201d for countries demonstrating sustainable forest management practices. Additionally, there remains the possibility of an \u201cemergency break,\u201d allowing a delay if the online compliance platform is not operational by the deadline.<\/p>\n

These decisions come after debates involving the European Parliament, EU member states, and the European Commission. A proposal from the European People\u2019s Party (EPP) to establish a \u201cno risk\u201d country category\u2014defined as nations with stable or growing forest areas\u2014was dropped after criticism from environmental groups who warned it could create loopholes for illegal logging and resource laundering.<\/p>\n

Christine Schneider, a German EPP representative, acknowledged the concessions made in the negotiations. \u201cWhile we aimed to enshrine certain provisions directly into the law, this postponement gives businesses, foresters, and authorities an additional year to prepare,\u201d she said. Schneider also highlighted commitments to finalize the online platform and establish risk categories within six months, which she believes will bring greater predictability to the supply chain.<\/p>\n

The agreement has been met with mixed reactions. Jessika Roswall, the EU Commissioner for Environment and Circular Economy, stated, \u201cThis extension provides time for businesses and farmers to adjust, but the essence of the law remains intact.\u201d Meanwhile, policy analysts like Fyfe Strachan from Earthsight welcomed the rejection of the \u201cno risk\u201d category as \u201cthe only logical outcome,\u201d emphasizing the need for strict oversight to ensure the regulation\u2019s integrity.<\/p>\n

The European Parliament is set to vote on the final EUDR text during its plenary session from December 16 to 19. To take effect, the agreement must be endorsed by both the Parliament and the Council and published in the EU\u2019s Official Journal before the end of the year.<\/p>\n
